These certificates authorize use of surface waters for irtgation on the Big Falls Ranch. The intent of the water right transfers is to change the source of water from surface water to ground water, which improves irrigation system operating efficiencies and leaves relatively cold Deep Canyon spring water, otherwise appropriated for irrigation, to flow into the middle Deschutes River. Tlie three certificates authorize use of the surface water for irrigation in the upper Deschutes Basin ground water study area. Accordingly, the application to transfer water rights from surface water d~version points to ground water points of appropriation is made in the context of ORS 540.531(3)(a)(b)(c). Enclosed are the following items: 1. Application for Permanent Water Right Transfer; 2. Attachment #1; Surface Water POD to Ground Water POA Transfer Maps, Figures 1, 2 and 3; 3. Attachment #2; Evidence of Use Affidavits and Electric Power Usage Invoice; Certificate 76371, Certificate 87655 and Certificate 88027; 4. Attachment #3; ORS 540.531 -Transfer of Surface Water Point of Diversion to Ground Water; and 5.
