In particular, there is insufficient protection of the region's strained water resources. We have seen the effect of this problem more fully in the past five years as the megadrought continues and more community wells run dry. Second, Agricultural lands zoned for Exclusive Farm Use are decreasing as the population grows and more housing is built. We need to achieve a better balance on this issue and ensure that agricultural land prices do not increase beyond the reach of farmers. Finally, the Comprehensive Plan lacks a concise response for the many forms of climate change which the region will encounter over the next 20 years. This includes wildfires which have become commonplace during the summer. Deschutes County has a responsibility to safeguard its wildlife, working lands, and natural resources.
