Engineer's Assessment Report L.
and Setting a Hearing on
the Proposed Assessment For
Road Improvements in
Glenwood Drive L.I.D.
ORDER NO. 84-202
WHEREAS, the Board of County Commissioners of Deschutes
County, Oregon, has received the Engineer's proposed assessment
for each parcel of land for the improvement of roads in Glenwood
Drive L.I.D.; and
WHEREAS, ORS 371.645 provides that the Board must set a
public hearing by Order of the Board to hear objections to any
such proposed assessment; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDERS as follows:
Section 1. That the report of the Engineer, marked Exhibit
"A", attached hereto and by this reference incorporated herein,
is hereby accepted, and that a public hearing for the purpose of
hearing objections to the proposed assessment shall be held on
Wednesday, August 1, 1984, at 10:00 a.m. in the Deschutes County
Courthouse Annex, Bend, Oregon.
Section 2. That the Director of Public Works, on behalf of
the Board of County Commissioners, mail written notice within
five days of the date of said hearing to the owners of the
parcels described in Exhibit "A", identifying the parcel, showing
the proposed assessment, and giving notice of the hearing
scheduled in Section 1 of this Order.
Section 3. That the written notice to be given in Section 2
shall comply substantially with the form of notice marked Exhibit
"B", attached hereto and by this reference incorporated herein.

SUBJ: Revised Engineer's Report for Glenwood Drive L.I.D., w-67
The Deschutes County Commissioners ordered (No. 83-216) that a portion
of a public road known as Glenwood Drive be improved by Local Improve-
ment District. when the bids were opened for the construction of
Glenwood Drive the low bidder was 21% more costly than the engineer's
estimate.
On September 7, 1983 the Board of Commissioners rejected the bids for
this project with the condition that the people in the Glenwood L.I.D.
would get another chance to vote on the improvement district. Since
the Local Improvement District was starting over, the boundaries were
expanded to include the improvement of all of Glenwood Drive and all
of Allen Drive.
On June 6, 1984 the Board of Commissioners initiated a reformed Local
Improvement District by Resolution No. 84-014. The Resolution was
referred to the Deschutes County Public Works Department for an
engineering investigation of the proposed improvements in accordance
with ORS 371.625. The engineer's investigation of the Glenwood Drive
Local Improvement District found the following:
1. In the judgement of the Public Works Director, the improving
of all of Glenwood Drive and all of Allen Drive to Deschutes
County Road Standards for a Rural Local Road is feasible.
2. For this road to meet County Road Standards the following
must be completed:
a. Clearing and Grubbing - the existing road must be cleared
to a width of approximately forty feet.
b. Subgrade - a moderate amount of earthwork will be required
to construct subgrade. There will be limited construction
required to provide proper drainage.
c. Base - placing, shaping, compacting and fine grading of a
thirty-two (32) foot wide cinder aggregate base will be
required.
d. Paving - the paving will be an 0-9 asphaltic penetration
macadam (oil mat) twenty-four (24) feet in width.

3. The estimated cost for improving all of Glenwood Drive and all
of Allen Drive as outlined above, is:
a. Clearing and Grubbing $ 10,000
b. Subgrade 15,000
c. Base 20,000
d. Paving 25,000
e. Engineering and Administration 10,000

4. The fairest method of assessment for the 32 lots specially
benefited by this Local Improvement District would be an equal
assessment per lot (80,000/32 lots = $2,500 for each lot).
5. Attached is the revised legal description for the Glenwood Local
Improvement District.
6. The following is a description, assessed value, estimated
amount assessed and name of owner for each lot in the Local
Improvement District.

The Board of County Commissioners has initiated the above improvement. The
County Engineer has made a favorable report to the Board of County Commis-
sioners regarding the proposed improvement. Upon completion of the
proposed improvement, the roads will be accepted into the County Road
System, and will be maintained by Deschutes County.
The total estimated cost of the proposed improvement and the proposed total
amount of the assessment against your land is as shown above.
If you object to the proposed improvement and assessments shown in the
Engineer's Report, you are required to file written objection, if any, with
the Board of County Commissioners, c/o Deschutes County Department of
Public Works, 61150 S. E. 27th Street, Bend, Oregon 97701, within 20 days
of the date of this notice, or at the public hearing on the propose im-
provement before the Board of County Commissioners, which will be held on
August 1, 1984, at 10:00 a.m. in the Deschutes County Courthouse Annex,
Bend, Oregon, in order to stop this improvement. If more than 50% of the
owners of land representing more than 50% of the total amount of the
assessment for the proposed improvement file objections, the proposed
improvement will be declared abandoned and no new resolution shall be filed
within a period of one year. If the required number of objections are not
received, the improvement will proceed and you will be notified of the
actual assessment when it is determined by the Engineer. This assessment,
as finally approved by the Board of County Commissioners, will be entered
into the lien docket of Deschutes County and will be released when the
assessment is paid in full. Owners may apply to make payments in install-
ments which can be paid over a ten-year period.
