the Roads to be Improved; Designating
Where the Improvements Shall be Made;
Defining the Nature of the Improvements; *
and Referring this Resolution to the
County Engineer for Investigation of *
the Proposed Improvements.
RESOLUTION NO. 85 -002 r,
WHEREAS, the owners of property abutting the proposed improvement
of that portion of East Campbell Road from the intersection with
Kemple Drive through the intersection of West Ridge Avenue, West
Campbell Road from the intersection with East Campbell Road to the
intersection with Century Drive, all of Swarens Avenue, Cartmill Drive
and Kemple Drive in Deschutes County, Oregon, have requested the Board
of County Commissioners to improve these roads; and
WHEREAS, it appears that such roads should be improved; and
WHEREAS, it appears that it is in the public interest that the
Public Works Department of Deschutes County, Oregon, perform required
engineering and surveying for this improvement; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:

Section 1. That proceedings be initiated to improve that portion
of East Campbell Road from the intersection with Kemple Drive through
the intersection of West Ridge Avenue, West Campbell Road from the
intersection with East Campbell Road to the intersection with Century
Drive, all of Swarens Avenue, Cartmill Drive and Kemple Drive to
Deschutes County Urban Local Road Standards'for the benefit of the
area described in Exhibit "A ", attached hereto and by this reference
incorporated herein.
.Section 2a That the dedicated roads to be improved within the
district described in Section 1 of this Resolution are described in
Exhibit "B ", attached hereto and by this reference incorporated
herein.
Section 3. Improvements to be made to the roadway within the
district include all or part of, but are not limited to, the
following:
1. Mobilization - normal mobilization costs incurred in
preparation of the work.
2. Traffic Control - signs and flaggers will be provided to
warn, safeguard, protect, guide and inform the public and the
workers.
3. Subgrade - a minimal amount of earthwork will be required to
construct subgrade. There will be some construction required
to provide proper drainage.
4. Base - placing, shaping, compacting and fine grading of base
will be required. A six (6) inch depth of compacted
aggregate base will be utilized. The finished width shall be
thirty -six (36) feet measured between the curbs.
5. Paving - the paving will be two (2) inches of Asphaltic
Concrete. The pavement will be thirty -six (36) feet in
width.
6. Curbs - standard twelve (12) inch curbs shall be built on
each side of the roads to be paved. Sidewalks will be
omitted, due to lot size and density.
7. Engineering and Administration - County expenses in
preparation of plans and specifications, inspection,
surveying, accounting and payment collection and other
incidental costs.
Section 4. The roads to be improved as a result of this
Resolution shall be improved to County Urban Local Road Standards.

Section 5. This Resolution shall hereby be referred to the
County Engineer for investigation of the proposed improvements in
accordance with ORS 371.625. The County Engineer may engage the
services of any qualified engineer for all or part of the
investigation required under ORS, 71.625.

the Plat of West Ridge as filed in the Office of the County Clerk,
Deschutes County, Oregon.
ALSO: That portion of the Public Road right of way described in
Volume 9, Page 325, Deschutes County Commissioner's Journal, lying
within the Southwest one - quarter of Section 12, Township 18 South,
