VEL fAtE 71� j t,JY S!I17 P I`�'H ?L E_OV COUNTY CLERK WHEREAS, the Board of County Commissioners, by Resolution, initiated the improvement of a certain dedicated public road known as 85-006; and WHEREAS, the County Engineer investigated the improvement, and estimated the cost of the improvement, and a cost estimate of this improvement has been prepared in accordance with ORS 371.625; and WHEREAS, it is necessary that notice, pursuant to ORS 371.60, be mailed to each benefited property owner; and WHEREAS, it is necessary that a hearing be held for the purpose of hearing remonstrances to said improvement; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1 That the Engineer's Report relating to the improvement of a certain dedicated public road known as a portion of 16th Street north of "F" Street and "H" Street in Hillman Subdivision, Deschutes County, Oregon be accepted and hereby approved. Section 2. That a hearing be set on February 27, 1985, at 10:00 a.m. at the Deschutes County Courthouse Annex, Bend, Oregon, for the purpose of hearing remonstrances to said improvements. Section. The County Engineer has made a favorable report to the Board of County Commissioners regarding the proposed improvement. Upon completion of the proposed improvement, the roads will be accepted into the County Road System, and will be maintained by Deschutes County. The total estimated cost of the proposed improvement and the proposed total amount of the assessment against your land is as shown above. If you object to the proposed improvement and assessments shown in the Engineer's Report, you are required to file written objection, if any, with the Board of County Commissioners, c/o Deschutes County Department of Public Works, 61150 S.E. 27th Street, Bend, Oregon 97702, within 20 days of the date of this notice, or at the public hearing on the proposed improvement before the Board of County Commissioners, which will be held on February 27, 1985 at 10:00 a.m. in the Deschutes County Courthouse Annex, Bend, Oregon, in order to stop this improvement. if more than 50% of the owners of land representing more than 50% of the total amount of the assessment for the proposed improvement file objections, the proposed improvement will be declared abandoned and no new resolution shall be filed within a period of one year. If the required number of objections are not received, the improvement will proceed and you will be notified of the actual assessment when it is determined by the Engineer. This assessment, as finally approved by the Board of County Commissioners, will be entered into the lien docket of Deschutes County and will be released when the assessment is paid in full. HUDSON, Director of Public Works, On Behalf of the Board of County Commissioners Y M F M 0 R A N D U M TO: BOARD OF COUNTY COMMISSTONERS FROM: DAVE HOERNTNG, COUNTY ENGINEERS DATE: JANUARY 24, 1985 VOL 62 PAGE 719 SUBJECT: ENGTNEER'S REPORT FOR 16TH STREET LOCAL IMPROVEMENT DISTRICT Deschutes County received a request to improve 16th Street north of a "F" Street and "H" Street between 16th Street and 18th Street in Hillman (Terrebonne). Due to this request the Deschutes County Board of Commissioners initiated a Local Improvement District by Resolution No. 85-006. The Resolution was referred to the Deschutes County Public works Department for an engineering investigation of the proposed improvements in accordance with ORS 371.625. The engineer's investigation of the 16th Street Local Improvement District found the following: 1. In the Engineer's judgement, improving the roads to Deschutes County Road Standards for a Rural Local Road is feasible. 2. For these roads to meet County Road Standards the following work must be completed: a. Mobilization - normal mobilization costs incurred in preparation of the work. b. Traffic Control - signs and flaggers will be provided to warn, safeguard, protect, guide and inform the public and workers. c. Subbgra_de - a minimal amount of earthwork will be required to construct subgrade. There will be some construction required to provide proper drainage. d. Base - placing, shaping, compacting and fine grading of base will be required. A six (6) inch depth of compacted cinder base will be utilized. The finished width shall be thirty-two (32) feet measured between the edge of shoulders. e. puiag - the paving will be an Asphalt penetration Macadam (0-9 oil mat). The pavement will be twenty four (24) feet in width. VOL 62 PAGE 720 f . The .estimated cost for improving the roads as outlined above, is: a. Mobilization S 1,320.00 b. Traffic Control 2,020.00 C. Subgrade 4,630.00 d. Base 5,090.00 e. Paving 16,250.00 f. Engineering & Administration 5.200,.00 $34,510.00 4. The County Engineer has determined that the fairest method of assessment for the 17 lots specially benefited by this Local Improvement District would be an equal assessment for each lot ($34,510.00/17 lots = $2,030.00 per lot. 5.
