RESOLUTION NO. 85 -013 VOL 63 PACE 625 WHEREAS, there is an important, documented requirement to construct an industrial access road from U. S. Highway 97 to Boyd Acres Road, inlcuding a bridge across the Burlington Northern Railway, to provide access to the industrial area in the north- east portion of the Bend Urban Area; and WHEREAS, this industrial road is essential to provide access to large manufacturing firms for material shipments, employees, and customers; and WHEREAS, this industrial access road on Empire Avenue is Priority No. 1 for current road construction within Deschutes County; and WHEREAS, there is an urgent requirement to relieve current and future congestion on U. S. Highway 97 at Revere Street and Cooley Road; and WHEREAS, the Seattle Regional Headquarters of the Economic Development Administration (EDA) has authorized Deschutes County to submit an EDA Public Works grant application to finance $500,000 of the $773,081 total construction cost of the project; and WHEREAS, an industrial access road on Empire Avenue will provide direct access from U. S. Highway 97 to a minimum of 11 manufacturing firms with 1,400 employees, should permit plant expansions, should create several hundred new jobs over a five year period, and should assist in the development of 470 acres of industrial land; and WHEREAS, the Deschutes County Public Works Department has the capability to accomplish the architectural and engineering functions, procure the rights of way, supervise the construction project, and maintain the completed road; now, therefore, 1 - RESOLUTION NO. 85 -013 s VOL 63 FACE 626 BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. Deschutes County is hereby authorized to file a public works grant application, including all understandings and assurances contained therein, with the Federal Economic Develop- ment Administration. Section 2. Laurence A. Tuttle, Chairman of the Board of County Commissioners, is designated as the official representa- tive of Deschutes County to act in connection with the applica- tion and to provide such additional information as may be required. Section 3. The expenditure of $182,495.00 in cash and $90,586.00 in in -kind services from the Deschutes County Road Fund to meet the Economic Development Administration matching fund requirements is hereby authorized. Section 4. The Central Oregon Intergovernmental Council is hereby authorized to prepare the public works grant application for approval and submission by Deschutes County.
