Amendments to Chairman Tuttle noted that the Proposed the Agenda Recycling Incentive for County Landfills; Resolution Approving State of Oregon Industrial Bond for Acu-Edge Inc.; and the Agreement and Authorization for On -Site Access to Deschutes County Central Computer with First Western Title Company were amendments to the Agenda. Public Hearing Chairman Tuttle opened the Public Hearing for Final for final approval of Order No. 85-037, Approval of Order Graham Annexation. Hearing no comments, No. 85-037 Chairman Tuttle closed the hearing. Graham Annexation MOTION: PRANTE moved to approve Order No. 85-037, Graham Annexation. MAUDLIN: Second. VOTE: UNANIMOUS APPROVAL. Public Hearing Chairman Tuttle opened the Public Hearing for Final for final approval of Order No. 85-038, Approval of Order Howe Annexation. Hearing no comments, No. 85-038 Chairman Tuttle closed the hearing. Howe Annexation MOTION: PRANTE moved to approve Order No. 85-038, Howe Annexation. MAUDLIN: Second. VOTE: UNANIMOUS APPROVAL. Order No. 85-035 Chairman Tuttle offered background relating Relating to to Special Road District No. 1, indicating Special Road that a Remonstrance Hearing was held last District No.l August and the order was delayed pending L.I.D. the outcome of Ballot Measure Two. Chairman Tuttle stated that theBoard will consider an order forming the L.I.D. Commis- sioner Maudlin expressed concern regarding non-payment of the road due to the large number of out-of-state lot owners. Norman Freeble, lot owner, offered comments in favor of the road improvement. 1 VOL 6 4 FACE 31 Chairman Tuttle opened the hearing to allow interested parties to go on record either in opposition or support of Deschutes County's efforts to obtain the additional $500,000 grant. Chairman Tuttle stated that Deschutes County coordinates many of their loan activities through the Central Oregon Intergovernmental Council. Mike Burton, a representative of COIC stated that they have received an application from Concep Mem- branes, Inc. Chairman Tuttle requested comments from others. Hearing none, Chairman Tuttle closed the hearing. Chairman Tuttle stated that two applications were submitted for loans to be included in Deschutes County's grant application to the State of Oregon; and, should we be successful in obtaining that grant then Deschutes County would intend to make the loan to one of the applicants. Commissioner Maudlin, included in the screening committee, stated that extensive study was done on both applicants to find which most closely met the criteria under the grant application. The recommenda- tion was to submit the application for Concep Membranes, Inc. to the Intergovernmental Relations Division for funding. 2 MOTION: PRANTE moved that we sign Order No. 85-035 forming Special Road District No. 1. PRANTE: Second. Mike Burton stated that Concep Membranes Company, which was formed last year by John Freeman and Bend Research, primariily develops and markets the products created by Bend Research. The important consideration in applying for the grant is the development of diversity. Concep is a firm which is preeminent in their field of plastic filming to filter a variety of materials, something that does not exist in Central Oregon. If the loan were to be made, Concep would create at least 44 new jobs, 64% of which would be available for low or moderate income persons, which would also have significant impact on the community. Class Chairman Tuttle stated that this is a class Study for Elected study of elected officials by the Local Officials Government Personnel Institute. The study has recently been modified as requested by the Board. The cost of the study is $889. Commissioner Maudlin expressed his concern regarding the amount spent on the study. Commissioner Prante explained that this study was approved by the Budget Committee last year and is part of the budget process this year. MOTION: PRANTE moved that we authorize signing of the contract to proceed with the L.P.G.I. class study for elected officials. TUTTLE: Second. VOTE: TUTTLE AND PRANTE: Yes. Chairman Tuttle stated that the equipment will be re- located in order to prevent a conflict of interest. This policy will become effective in July of 1986. MOTION: PRANTE so moved, being a strong supporter of recycling, to approve the proposed recycling incentive program for County landfills. He also stated that it would not be difficult to sell the revenue bonds in order to relocate to a new building in the Redmond Industrial Park and purchase new equipment.
