1985-16908-Order No. 85-106 Recorded 8/21/1985w � , • 85-16908 V3 65 FAA )0 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON An Order Approving Formation * of Four Rivers Vector Control * '; District, and Providing For Notice of Final Hearing �r ORDER NO. 85-106 WHEREAS, a petition requesting formation of a special district to be known as "Four Rivers Vector Control District" was duly filed with the Board of County Commissioners of Deschutes County, Oregon, on July 9, 1985; and WHEREAS, a public hearing was held on Wednesday, August 21, 1985, to hear the petition and any objections thereto, and to determine whether, in accordance with the Comprehensive Plan, applicable Land Conservation and Development Goals, and the criteria prescribed by ORS 199.462 and 198.805, the affected area would be benefited by a formation of the District; and WHEREAS, after consideration of the economic, demographic, and sociological trends and projections pertinent to the pro- posal, past and prospective physical developments of the land that would directly or indirectly be affected by the proposal, and all other matters considered to be relevant to the petition, the Board is of the opinion that the area would be benefited by formation of the District; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the petition for Four Rivers Vector Control District be approved. Section 2. That the boundaries of said District are as described in Exhibit "A", attached hereto and by this reference incorporated herein. Section 3. That the applicable land use criteria pertinent to the proposed District formation, the facts found by the Board, and the reasons why the Board believes those facts to bring the proposal within the requirements of the applicable land use criteria are described in Exhibit "B", attached hereto and by this reference incorporated herein. Section 4. That the district formed hereby shall be known as Four Rivers Vector Control District. 1 - ORDER NO. 85-106 VOL 65 PAGE 5 1 Section 5. That a final hearing regarding formation of the District shall be held on Wednesday, September 11, 1985, at 9:00 a.m, in the Deschutes County Courthouse Annex, Bend, Oregon. Section 6. All interested persons may appear and be heard. Section 7. Upon conclusion of the final hearing, the Board will enter its final order creating the District unless written requests for an election are filed at or before the hearing by resident voters within the District, numbering not less that 15% of the registered voters, or 100 registered voters, whichever is the lesser number. Section 8. Notice of the final hearing, as shown in Exhibit "C", attached hereto and by this reference incorporated herein, shall be published and posted in accordance with ORS 198.730. The zoning of the proposed district is primarily Rural Residential (RR -10). The remainder is Exclusive Farm Use (EFU-80) and Forest (F-2). 2. The area is generally characterized as small lot subdivisions. There are a few areas of forested land and farm land. 3. The formation of the district is in compliance with the Deschutes County Year 2000 Comprehensive Plan. 4. The formation of the district is consistent with Statewide Goals and Guidelines 1 through 14. 5. Programs formulated by the district would need to meet all federal, state, and local requirements as outlined in Statewide Goal 6. CONCLUSIONS: Based on the findings, it would appear that the formation of the Four River Vector Control District meets all state and county land use requirements. Denyse C.
