JANUARY 23, 1985 MEETING MINUTES
Chairman Tuttle called the meeting to „9zder at 10:60 AM.

Amendments to Chairman Tuttle announced the joint meeting to be
the Agenda held that evening between the Deschutes County
Board of Commissioners and the Deschutes County
Planning Commission. He also announced the
videotape viewing with regard to the geothermal
hearing. No testimony is to be taken at that
time. The record on the geothermal hearing is to
be closed at 5:00 PM today. He noted that at 7:00
PM on January 30 the geothermal hearing would be
continued for the purpose of receiving oral
testimony on the record.

Presentation Chairman Tuttle explained that this is the culmin-
of Patent ation of a land exchange project started several
from BLM to years ago between the County and BLM. The trade
Deschutes Co. enabled BLM to have more contingucus parcels
within the Tumalo Winter Deer Range and enabled
the County to have a parcel north of Bend for an
industrial park.
Jim Hancock, Associate Director/Manager of BLM in
Prineville, came forward and presented the Land
Patent. He gave some history of the entire
process of this exchange.
Proposal to Neil Hudson, Director of Public Works, stated that
terminate the staff has been working for some time to phase
Septic Dispos- out this operation at the landfill. When the
al Services City of Bend built the sewage plant they made
facilities for pumping septic tanks. The Solid
Waste Advisory Committee recently investigated the
possibility of transfering this function to the
Bend sewage treatment plant rather than Knott
Landfill. They met with the septic haulers
regarding this proposed change. One of the issues
was that the County charges about $.008 per
gallon and the City wants to charge $.015 per
gallon. This is about what the charge is through-
out the state. The recommendation agreed upon by
the Solid Waste Advisory Committee is to transfer
this function from the Knott Landfill to the Bend
sewage treatment plant by April 1, 1986. The

County will continue to operate the septic lagoon
sites in Redmond and Sisters. Mr. Hudson stated
that there is minimal cost associated with
treating it. He requested that the Board ratify
this as an objective. In the past what they have
done by motion of the Board is set hours and
services at the landfills.
MOTION: PRANTE moved that they accept the
proposal to terminate septic disposal
services as of April 1, 1986 as proposed
by the Director of Public Works at Knott
landfill.

VOTE: UNANIMOUS APPROVAL.
Engineer's Dave Hoerning, County Engineer, stated that a
Report for resolution had been filed last week. This was a
Special Rd. project left on hold because of Ballot Measure 2.
Dist. #4 LID He outlined required work and stated that the
total cost of the project as estimated in the
Engineer's Report is $944,000.00. There are 344
lots that will be assessed an estimated $2,800.00
per lot. There are 8.3 miles of roads to be
improved. This project is located in Lazy River
subdivision.
MOTION: PRANTE moved to accept the Engineer's
Report for Special Road District #4 LID.

VOTE: UNANIMOUS APPROVAL.
Engineer's Re- Mr. Hoerning briefly outlined the contents of the
port for 1st Engineer's Report for First on the Hill Sites LID.
on the Hill MOTION: PRANTE moved to accept the Engineer's
Sites LID Report on First on the Hill Sites LID.
MAUDLIN: Second.
VOTE: UNANIMOUS APPROVAL.
Engineer's Mr. Hoerning explained that this is located in the
Report for Sisters area off of Indian Ford Road. This will
Squawback be a two-level assessment because the access road
Woods LID must pass through Sage Meadows subdivision. The
access road to Sage Meadows does not meet road
standards, so improvements must be made on that
also. He went through the information contained
in the Engineer's Report.
MOTION: PRANTE moved to accept the Engineer's
Report for the Squawback Woods LID
involving level 1 and level 2.
MAUDLIN: Second.
VOTE: UNANIMOUS APPROVAL.
Appropriation Mike Maier, Director of Administrative Services,
Transfer briefly explained the transfers. Chairman Tuttle
Orders read aloud Order No. 85-004.

MOTION: PRANTE so moved to adopt Order 85-004.
MAUDLIN: Second.
VOTE: UNANIMOUS APPROVAL.
Appointment MOTION: PRANTE moved to nominate Howard Paine to
Awbrey Butte the Awbrey Butte Committee.
Committee MAUDLIN: Second.
VOTE: UNANIMOUS APPROVAL.
It was noted that Howard Paine works with Oregon
Public Broadcasting System.
Other Staff/ Mr. Maier stated that the Board had sent a
Public Con- proposal to the Department of Veterans Affairs
cerns requesting that they send over a Veterans Service
Counselor on a regular basis to work with veterans
in Deschutes County. When they eventually move to
the Greenwood Building they could provide office
space and house files and set up appointments when
they would be in the area. The County has
received a letter back from Lyle Fraser at DVA and
they have agreed to provide this service through
the end of the fiscal year. A Service Officer
will be in Bend for two days in February, April
and June. The media will be notified when the
service officer will be in the office.
Request for Before the Board were requests for Refund from the
Refund Community Development Department. The first was
for Central Oregon Plumbing in the amount of
$80.60, and there was another one to Central
Oregon Plumbing in the amount of $9.62. These
were approved.
