WHEREAS, the Central Oregon Intergovernmental Council (COIC)
has been formed by intergovernmental agreement by and between the
following jursidictions: Deschutes County, Crook County, Jeffer-
son County, City of Prineville, City of Madras, City of Metolius,
City of Culver, City of Sisters, City of Redmond, and the City of
Bend; and
WHEREAS, subsequent thereto COIC was designated as the
economic development district eligible to receive EDA planning
grants, and COIL has in fact received such grants for the purpose
of a revolving loan fund; and
WHEREAS, COIC is in the process of loaning said funds to
eligible businesses and there is a need for flexibility in said
loan packages; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That Deschutes County hereby agrees to amend
Section X, POWERS, of the Articles of Agreement forming the
Central Oregon Intergovernmental District, as follows:
"2. To enter into contractual relationships with

Section 2. This Resolution shall be considered an amendment
to the Articles of Agreement by and between this jurisdiction and
the other jurisdictions making up the Central Oregon Intergovern-
mental Council and shall be effective upon passage by similar
resolutions by three - fourths of the membership of the Central
Oregon Intergovernmental Council.
