WHEREAS, ORS 430.342 requires that Deschutes County recog-
nize the local Alcohol and Drug Planning Committee as the local
Alcoholism Planning Committee for Deschutes County, Oregon; and
WHEREAS, the local Alcohol and Drug Planning Committee
provides the services to Deschutes County as set forth in ORS
430.342; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDAINS as follows:
Section 1. That the Local Alcohol and Drug Planning
Committee be designated the Local Alcoholism Planning Committee
for Deschutes County, Oregon, pursuant to ORS 430.342.
Section 2. That the Local Alcohol and Drug Planning
Committee shall serve to insure the orderly development and
maintenance of needed services in the area of alcohol and drug
problems in Deschutes County by performing the following
functions:
1. Identify needs and establish priorities for alcoholism
and drug rehabilitation services.
2. Coordinate the planning for local programs dealing with
prevention, treatment, and rehabilitation of alcohol and drug
problems.
3. Review and recommend an application for new and the
continuation of local, State and Federal funds for local alcohol
and drug programs.
4. Develop the local portion of the annual State Alcohol
and Drug Plan, subject to Deschutes County Mental Health and
Board of County Commission review and recommendations.
Section 3. The Local Alcohol and Drug Planning Committee
shall coordinate its functions and activities with the local
Mental Health Program, the local private non-profit Alcohol

Council, and other public and private providers of alcohol and
drug services.
Section 4. Members of the Committee shall be appointed by
the Board of County Commissioners and shall be representative of
the geographic area, and be persons with interests or experience
in developing programs dealing with alcohol and drug problems.
The membership of the committee shall include a number of minor-
ity members which reasonably reflects the proportion of the need
for alcoholism treatment and rehabilitation services of minori-
ties in the community.
