a 85-28171 COUNSEL BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY v�,OREGON 4 A Resolution Adopting the * 'C,`YA ��,p `.7' Grantee Code of Conduct For * Q UNCHEb �� `fG', '2 Federally Assisted Projects. * FCI „�� ^� P U,j C, . ttI RESOLUTION NO. 85 -043 (o, 4© VOL 69 ''ACE 55 WHEREAS, Federally assisted projects require that Grantees maintain a written code of standards of conduct which shall govern the performance of their officers, employees or agents engaged in the award and administration of contracts supported by Federal funds; and WHEREAS, in consideration of this requirement, the Board of County Commissioners of Deschutes County, Oregon, has considered the following code of conduct as the Grantee Code of Conduct for Deschutes County as Grantee when receiving Federal funds; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. Conflict of Interest. No employee, officer, or agent of Deschutes County shall participate in the selection, award or administration of a contract supported by Federal funds if a conflict of interest, real or apparent, would be involved. Such a conflict shall arise when any of the following has a finan- cial or other interest in the firm selected for award: A. An employee, officer or agent; or B. Any member of such person's immediate family; or C. Such person's partner; or D. An organization which employs or is about to employ any of the above. Section 2. Gratuities Prohibited. Deschutes County's officers, employees, or agents shall neither solicit nor accept gratuities, favors, or anything of monetary value from contrac- tors, potential contractors or parties to subagreements under any Federal grant. Section 3. Standards of Conduct. The standards of conduct under Deschutes County's Grantee Code of Conduct shall not be con- strued to allow conduct prohibited by the code of ethics appli- cable to County officials, employees, and agents set forth in ORS 1 - RESOLUTION NO. 85 -043 Vu.'_ 69 p! E 956 244.040. Violation of Deschutes County's Grantee Code of Con- duct, to the extent such violation of the Grantee Code of Conduct violates the Code of Ethics in ORS 244.040, shall be enforced in accordance with ORS 244.350 to 244.390.
