Other Staff/ Karen Green reported that she researched

Review Statute to review, the language

review taking place after the decision to
initially acknowledge a plan. Ms. Green
stated that she did not find any discussion
of what "initially acknowledged" means;
however, stated that it is clear from both
bills which created that section of the
Statute and some case law, that periodic
review is intended to apply only where the
plan has actually been acknowledged.
Ms. Green stated that since Deschutes
County's Plan is not now acknowledged, it
appears that the Periodic Review Statute does
not apply.
Chairman Tuttle stated that a Grant -in- Aid
was offered to Deschutes County from the
State Parks Department. Chairman Tuttle
noted that Bill Marlett contacted Sisters,
Bend and Redmond Park Districts to see what
kind of projects could use the funds. The
total grant is $3,081. Mr. Marlett received
a list of projects that could use the money,
which requires a 25% match from the jurisdic-
tions involved. Chairman Tuttle stated that
after consultation, the decision was to
continue the improvements in the Sisters Park
for a Gazebo. The total cost of which is
$2,000. The remaining $1,081 will go to
small projects in Bend and/or Redmond Park
Districts.
MOTION: PRANTE moved to accept the proposal
as presented.
MAUDLIN: Second.

Chairman Tuttle stated that Moorelock Wood
Products requested a substitution of colla-
teral for additional manufacturing equipment
under the Community Development Block Grant
Deschutes County Business Loan Fund.
Chairman Tuttle recommended the substitution
of collateral. However, suggested that the
additional request for $8,250 for a forklift
come from another financial source.
The concensus of the Board was to write
Miorelock Wood Products stating that the
substitution of collateral for additional
manufacturing equipment has been accepted;
however, the forklift will not be financed
through the Business Loan Fund.

Chairman Tuttle noted that a Solid Waste
Advisory Committee Meeting will be held on
Tuesday, December 10, 1985, at 7:00 p.m.
Chairman Tuttle also noted that a Public
Hearing on the proposed Solid Waste Ordinance
will be held immediately following the
Committee Meeting at 8:00 p.m.
Chairman Tuttle announced that a Public
Hearing on Zone Change in LaPine will be held
this evening at 7:30 p.m.
