1985-29256-Minutes for Meeting September 23,1985 Recorded 12/24/198570 PAPoE IO2 H5-29256 05 DEC 24 PH Z. 03 DESCHUTES COUNTY BOARD OF COMMISSIONERS MARY SUE PENHOLLOW SEPTEMBER 23, 1985 SPECIAL MEETING COUNTY CLERK SPECIAL ROAD DISTRICT NO. 1 LID Chairman Tuttle called the special meeting to order at 10:00 a.m. Commissioners Prante and Maudlin were in attendance. Chairman Tuttle noted two issues that were previously raised regarding Special Road District No. 1, LID. 1) Lots that were assessed on Spring River Road 2) Lots which appear unbuildable - septic tank permits cannot be obtained Dave Hoerning, Acting Public Works Director, referenced correc- tions regarding the number of lots to be assessed at $178.00 to read 1559, not 1545. Mr. Hoerning added that 15% of the total bid is $74,131.80; however it will be reduced to $67,429.00 with the Road Department absorbing the cost. Mr. Hoerning stated that the original bid estimate by Bend Agregate and Paving was $561,641.00. Therefore, the 393 lots which front the approved roads will be assessed at $723.00 per lot and the remaining 1559 lots will remain at $178.00 per lot which can be paid over a 10 year period. Commissioner Maudlin stated that the buildable lot issues were never raised until the assessments were made and the roads had already been paved and complete. Chairman Tuttle noted that anyone who believes they have a lot which is unbuildable should submit that information to the Assessor's Office so an appropriate reflection can be made on the valuation of the property. Chairman Tuttle encouraged those who have unbuildable lots to submit that information to the Board of Equalization as part of the appeal process. Commissioner Prante stated that she would contact the Assessor's Office and alert them to the problems in this particular area. Commissioner Prante added that it is the owner's responsibility, during the LID process, to come in and see if the assessment is accurate. Rick Isham recommended that the date of the first publication in The Bulletin would be September 30, 1985 and the second date of publication would be October 7, 1985, thereby allowing 30 days notice to the property owners in Special Road District No. 1, to either pay the assessment or file an application to make payments by November 1, 1985. MOTION: TUTTLE moved to adopt Order No. 85-115, reflecting the changes in the lots that were improperly included on Spring River Road; that the first VOL 70 PAUE 103 publication date be September 30, 1985, and the second publication date be October 7, 1985; and the notices be mailed September 27, 1985; and the response from the property owners be not later than November 1, 1985.
