DESCHUTES COUNTY BOARD OF COMMISSIONERS VOL JANUARY 22, 1986 Chairman Prante called the meeting to order at 9:00 a.m. Commissioners Tuttle and Maudlin were in attendance; Rick Isham, Legal Counsel, was also present. Darryl Davidson, Sheriff's Department, stated that he is presenting for signature, the Forest Service Contract for the next nine months. Mr. Davidson stated that the contract amount is $29,000.00 for the remainder of the federal year. MOTION: TUTTLE moved to sign the contract with the U.S. Forest Service for forest service patrol. MAUDLIN: Second. VOTE: UNANIMOUS APPROVAL. Bob Slawson, 526 NE Burnside, Bend. Mr. Slawson stated that on behalf of the United Senior Citizens of Bend, we wish to inform the Board that due to the County's financial help and support, the seniors have paid off the mortgage to the Bend Senior Center. Mr. Slawson extended an invitation to the Commissioners to attend their open house on Saturday, February 15, 1986 from 1:00 to 4:00 p.m. Mr. Slawson introduced Grace Saunders and Al Triplett, president of The United Senior Citizens of Bend. Discussion Regard- Karen Green, Assistant Legal Counsel, stated ing Delinquent that there are 978 delinquent personal Personal Property property taxes ranging in amounts from Taxes $20.00 to $42,000.00. Ms. Green noted that the total delinquency is $437,751.22. Ms. Green stated that the program they wish to initiate will be to send notices of deliquency to all of delinquent accounts from the Treasurer's Office this week. Ms. Green stated that the notices will provide the date of payment as February 18, 1986, and will also state that after that date the warrants to enforce payments of the delinquent taxes will be published in the Bend Bulletin. Ms. Green noted that the law PAGE TWO REGULAR MEETING 1/22/86 vol, 76 PAu 634 requires that they be published for four consecutive weekly publications. Ms. Green stated that they are hoping that the publica- tions will cause a number of people to come in and pay their delinquent property taxes. For those that are not paid at that time, a number of collection remedies are available and what is proposed is to go through the delinquent accounts and collect randomly those accounts which appear to be good for collections. Ms. Green stated that a number of avenues of collection garnishments are available, i.e., attachment of the property and selling it at auction, putting liens on real properties owned by the parties that have the personal property delinquencies. Commissioner Maudlin asked if these accounts that total $437,000 include interest? Ms. Green stated that they include interest and penalties. Commissioner Maudlin stated that there have been successful tax collection efforts in various areas around the country wherein they are given a specified amount of time to pay the taxes without penalty. Commissioner Maudlin asked if this was acceptable in Deschutes County. Ms. Green stated that she and Rick Isham had discussed the possibility of an amnesty program and found that the Commissioners are prohibited by law from waiving interests and penalties. It was a consensus of the Board to direct Legal Counsel to proceed with the program. MAUDLIN: Second. VOTE: UNANIMOUS APPROVAL. Chairman Prante so read. MOTION: MAUDLIN moved to adopt Ordinance No. 86-011. TUTTLE: Second. VOTE: UNANIMOUS APPROVAL. Mr. Maier stated that also included in this booklet are the policies which have been previously approved by the Board; however, there is an addition of a Sexual Harassment Policy and the modifications to the Fair Labor Standard Act Policy, allowing for the culmination of comp time. MOTION: TUTTLE moved to accept the policies as included in the handbook for the Board's review. MAUDLIN: Second. VOTE: UNANIMOUS APPROVAL. Mr. Maier stated that the Assessor's Office is over in their appropriations of $230.00 in their capital outlay and that will bring them in balance from contingency to cover the expense. Mr. Maier reported that the budgeted transfer is from the General Fund to the Mental Health Services Fund. MOTION: PRANTE entertained a motion to sign Resolution 86-005, transferring appropriations within the General Fund of Deschutes County Budget and directing entries, $230.00 in the Assessor's Office. TUTTLE: No. Commissioner Tuttle stated that he disagrees with changing the hours of the meeting time; however does not want to see a procedural problem. Commissioner Tuttle withdrew his no vote and changed his vote to yes. Chairman Prante noted for the record that this Ordinance applies to Monday and Wednes- day meetings of the Board. Chairman Prante noted that the travel expense sheet has been revised, allowing $.21 per mile reimbursement, as indicated by the Department of Revenue. The meeting was adjourned.
