Amendments to Chairman Prante stated that there were no the Agenda amendments to the agenda. Public Hearing Chairman Prante opened the Public Hearing Regarding the regarding the formation of Bend Cascade Formation of View Estates Tract 2 Special Road District, Bend Cascade View and requested comments from those in favor Estates Tract 2 of the formation. Special Road District Steve Lonien, 25361 Bachelor Lane, Bend, stated that he was in favor of the formation of the district because of the extremely poor co tra condition of the road in front of his home. Chairman Prante requested further comments in favor of the district formation; hearing CD none, she requested comments in opposition of M a_ �'. the formation. `'•} `" ` Edna Clifton, 25145 Bachelor Lane, Bend, stated that she also would like to have the road improved; however, felt that the assessments would be too high. Therefore, she is opposed to the formation of the district. Calvin Wayne Rector, 25364 Elk Lane, Bend, stated that he was against the formation of the road district and added that he felt that the residents of the area could improve the road on an individual basis. Gary Hotz, 24984 Elk Lane, Bend, stated that he is not a property owner; however, lives in the area and suggested that the residents combine efforts to improve the road without forming a district. Chairman Prante requested further comments in opposition of the formation of the district, hearing none, she closed the hearing. Chairman Prante stated that the final hearing regarding this item will be held on May 7, 1986 at 10:00 a.m. PAGE ONE - MINUTES 4/16/86 Possible Approval of Annual Work Plans for Four Rivers, Lazy River, and Deschutes River Recreation Home - sites Unit 6 Vec- tor Control Dis- tricts Possible Approval of Award of Con- tract for Murphy Road Project V�11 71 PAGE 823 Ms. Green stated that the annual work plan, budget information, and letter of acceptance from the Fish and Wildlife Department has been received from Deschutes River Recreation Homesites Unit 6 Vector Control District; however, information is still forthcoming from Four Rivers and Lazy River Vector Control Districts. MOTION: PRANTE entertained approve the annual Deschutes River Homesites Unit 6 District. TUTTLE: So moved. MAUDLIN: Second. VOTE: UNANIMOUS APPROVAL. a motion to work plan for Recreation Vector Control Chairman Prante noted that approval of the additional vector control district work plans will be considered upon receipt of completed information. Neil Morrison, Public Works Director, pre- sented the following bid information on the Murphy Road/Hamilton Road project: R.L. Coats $384,420 Bend Aggregate & Paving $395,455 Pieratt Brothers $409,325 Engineer's Estimate $504,000 Mr. Morrison recommended the Board award the bid to the low bidder R.L. Coats. MOTION: MAUDLIN moved R.L. Coats $384,420. to award the bid to in the amount of TUTTLE: Second. VOTE: MAUDLIN: YES. TUTTLE: NO. PRANTE: YES. The Board discussed the situation regarding the Hearings Officer's pending decision on County sidewalks. It was noted for the record that the above bid includes curbs only, it does not include sidewalks. Mr. Morrison pointed out that an addendum to the contract would be drafted if sidewalks are to be added.
