Chair Prante called the meeting to order at 10:00 a.m.
Commissioners Tuttle and Maudlin were in attendance; Rick Isham,

Denyse McGriff, Senior Planner, presented

adoption. Ms. McGriff stated that the roads
that are presented today are designated on
the comprehensive plan and added that it does
not mean that they are going to be paved
immediately. Ms. McGriff stated that there
are additional processes that need to be
taken into consideration prior to any
construction and that consideration also must
be give to the amount of money that the
County has available in the road fund. Ms.
McGriff stated the Planning Department is

encouraged about the aspect of the yearly
review of the transportation plan.
Commissioner Maudlin stated that he would
prefer to see a plan that finds out where the
people want to put a road, instead of telling
the people where to place the road. Ms.
McGriff stated that the plan is prepared both
ways and that adequate notice of the
transportation element, and the sewer and
water portions of the county -wide plan are
issued when people come into the Planning
Department to obtain permits.
Chair Prante requested comments from those
speaking in favor of the Transportation Plan.

opposition to the
Douglas Baker, 63565 J.D. Estates Drive,
stated that he was in opposition to the
Cooley Road extension. Mr. Baker stated that
he concurred with Commissioner Maudlin's
statement regarding putting a road where the
people want it to be and added that a number
of people from the J.D. Estates Homeowner's
Association are in attendance today to state
their opposition to the Cooley Road
extension.
Chair Prante requested a show of hands for
those people in opposition to the Cooley Road
extension and noted that 15 people raised
their hands.
Mr. Baker stated that there should be a
substantial buffer zone between J.D. Estates
and Cooley Road since Cooley Road is zoned
minor industrial.
Ward Crane, 65578 J.D. Estates Drive,
referred to the engineering implications of
having Cooley Road extended to the east
towards Deschutes Market Road. Mr. Crane
added that he feels that people northbound on
Deschutes and east bound on Cooley might use
J.D. Estates Drive as a shortcut instead of
driving around to Deschutes Market Road. Mr.
Crane added that the Homeowner's Association
suggest that a cul de sac be built on the
northerly end of J.D. Estates Drive and added
that the association would be willing to
finance the project. Mr. Crane stated that
they would also like to proceed with a
vacation at the northerly end of J.D. Estates
Drive and do the construction when Cooley
Road is extended.
Susan Johnson, 63557 Jeffers Court, concurred
with the above statement and added that they
would like the area to maintain its desolate
country status.
Herman T. (Ted) Chasburger, 63545 Deschutes
Market Road, stated that he is concerned with
the extension of Cooley Road to Deschutes
Market Road because of the truck traffic that
will be transported through that rural area.

Redmond, presented a written statement (in
record) from the property owners protesting
the extension of Maple Street in Redmond.
Denyse McGriff stated that the Planning
Department is working in conjunction with the
Road Department regarding the J.D. Estates
Road situation.
