Commissioner Maudlin was in attendance; Rick Isham, Legal Counsel, was also present. Commissioner Tuttle was absent. 1. Amendments to the Agenda Chair Prante read aloud the amendments to the agenda. 2. Possible Signature on Local Agency Agreement for Highway Bridge Replacement With Dept. of Transportation for Little Deschutes River Bridge MOTION: MAUDLIN moved for signature of agency agreement for highway bridge replacement. PRANTE: Second VOTE: MAUDLIN: Yes PRANTE: Yes 3. Possible Signature of Countv Vehicle Use Polic Chair Prante read aloud the Vehicle Use Policy. MOTION: MAUDLIN moved to adopt the policy as written by County Counsel Isham. PRANTE: Second. VOTE: MAUDLIN: Yes PRANTE: Yes (:,The policy calls for board approval when any employee wishes to4se a private or county vehicle when traveling out of state. The public works and library departments each asked c��for-approval to attend conferences that are outside Oregon. MOTION: MAUDLIN moved for approval for trips as requested. r -- =a PRANTE: Second. VOTE: MAUDLIN: Yes PRANTE: Yes 4. Possible Signature of Easement Agreement Covering Empire Boulevard -Burlington Northern Rick Isham made two changes to the document. Burlington Northern will need to accept the changes made. It is to both parties benefit to include the changes. MOTION: MAUDLIN moved for signature of the agreement as written with consideration of language change at a later date as outlined. PRANTE: Second. VOTE: MAUDLIN: Yes PRANTE: Yes 5. Acknowledgment of City of Redmond Resolution No. 86-13 Chair Prante acknowledged receipt of the City of Redmond Resolution No. 86-13. 6. Possible Approval of an Agreement With South Central Oregon Baseball Inc. 7. MOTION: Chair Prante entertained a motion to sign contingent upon the sign from the Lions Club and South Central Oregon Baseball. MAUDLIN: So moved. PRANTE: Second. VOTE: MAUDLIN: Yes PRANTE: Yes Rick Isham stated that the statute requiring this certificate was repealed in 1983. The extension service has the funds they need and this certificate is just confirmation to the state. This discussion will be continued next week. 8. Possible Appointment of Cheryl Spalding to the Deschutes County Library Board of Trustees MOTION: MAUDLIN moved Cheryl Spalding be appointed to the Deschutes County Library Board. Discussion Regarding Property and Liability Insurance This will be continued tomorrow morning at 8:30 A.M. The information necessary was not available for today's meeting. 10. Discussion Regarding Continuation of Bond Counsel Rick Isham's preference was to stay with Dick Roberts at his new firm. Chair Prante left this matter to Rick Isham's discretion. 11. Consideration and Possible Approval of Liquor License Applications Ahern's Stop & Shop Cheng's Garden Chinese Restaurant Tom's Market Black Butte Ranch 7-11 #2341-20391 Marcello's Italian Cuisine MOTION: MAUDLIN moved for chair to sign aproval of liquor licenses as read. PRANTE: Second. VOTE: MAUDLIN: Yes PRANTE: Yes 12. Reauest for Refunds From the Community Development Department O. Murray Olson 31.20 Sundigne Homes 20.80 Kenneth Owen 52.00 Circle J Plumbing 70.20 Rudy Theitje 60.00 Dale Ackler 125.00 TOTAL 359.20 The Board approved the refunds. Commissioner Maudlin stated that there is a set schedule on how much a refund will be and all refunds will be handled according to that schedule. Possible Approval of Weekly Warrant Vouchers The amount of the weekly warrant vouchers is $176,572.66 MOTION: MAUDLIN moved signature of the vouchers. PRANTE: Second. Possible Signature of Architectural Contract With Huston, Barber, Barrett, and Turner Rich Isham has not had a chance to review the contract and asked if this could be continued until tomorrow. 15. Possible Signature of Indemnity Agreement With Bend Metro Park and Recreation District MOTION: Chair Prante entertained a motion to approve the use of county roads as stated. MAUDLIN: So moved. PRANTE: Second. VOTE: MAUDLIN: Yes PRANTE: Yes MOTION: Chair Prante entertained a motion to sign the indemnity agreement contingent upon signature from Bend Metro Park District. MAUDLIN: So moved. PRANTE: Second. VOTE: MAUDLIN: Yes PRANTE: Yes The meeting was recessed until 10:30 for session with employee council members. The following people were present: Commissioners Prante and Maudlin, Rick Isham, Karen Green, Mike Maier, Denyse MCGriff, Toni Hancock, Bruce Shoenthal, Norma Davis, Sue Stoneman, Dennis Morris, Connie Bruneau, and Judy Scharf. It was noted that some employees were interested in forming an employee association and were using an employee newsletter to communicate this. Rick Isham stated that forming an association is okay, but the use of county time and materials is illegal. MEETING MINUTES JULY 30, 1986 PAGE 4 I VOL 72 745 Chair Prante stated that an agenda of the Commissioners meetings is now being circulated to the employee council. She also stated that the work sessions will be open to any employee council member for any concerns they may have. Chair Prante also outlined what was included on a memo to all the department heads regarding ways to save money so as not to have to cut positions next year. A question was asked about the outcome of the office assistance survey. It was decided to proceed with the implementation plan and we are waiting to get some strategies back from the consultant. 16. Possible Signature of Minor Partition and Declaration of Dedication of Roadway MP -86-1 MOTION: MAUDLIN moved to sign Minor Partition Mp-86-1.
