AUGUST 13, 1986 REGULAR MEETING
Chair Prante called the meeting to order at 10:00 a.m.
Commissioner Maudlin was in attendance; Rick Isham, Legal Counsel
was also present. Commissioner Tuttle was absent.
1. Amendments to the Agenda
Chair Prante read aloud the amendments to the agenda.
2. Public Hearing on the Formation of Oregon Water Wonderland
Special Road District and Consideration and Possible
Approval of Order No 86-065 Approving Formation of Oregon
Water Wonderland Unit 2 Special Road District
Chair Prante opened the public hearing regarding the
formation of Oregon Water Wonderland Special Road District
and requested the staff report.
Rick Isham read the staff report from Denyse McGriff. It
stated that the formation of the road district is in
compliance with all applicable local and state-wide planning
statutes. In addition, it will further the purposes of
providing public facilities and services to the property as

e Barringer, 17399 Scaup Dr., stated that he is in favor
c -_,the road district because he feels that the roads are not
Q `, aded properly. He stated that the roads are rough and
<''-cjusing damage to vehicles. He also stated that some roads
have not been touched since last spring.
Diana Nichols, 17392 S. Merganser, stated that she is in
favor of the road district. She stated that she owns nine
lots, has lived in the area for seven years and is ready for
a change as far as the roads are concerned. She believes
that any added cost is worth the improvement. She believes
that the current board is not grading and taking care of the
roads as they should be done.
Darlene Gifford, 55837 Snowgoose, stated that she owns two
lots and has lived here about three years, and in that time
there has been no material applied to the road. She also
stated that speed signs on the road are ignored.
Milton Agnew, 17323 Kingfisher Dr., stated that he has lived
here six years. He stated that cinders were put on his road

one year ago and is almost impassable now. He stated that
material could be purchased at a lower cost and that legal
speed signs could be put up under the road district. He
stated that these were important to him. He also stated
that the intention to form a road district was not to pave
the roads. He stated that if the roads were brought to
county standards, the school buses could come into the area
and also possibly mail service.
Betty Ruth, 17422 Killdeer Dr., stated that the main reason
for her moving here was for her husband's health. She
stated that the dusty roads were a problem for him. She
also stated that mail delivery and bus service for the
children would be good.
Chair Prante asked for any further comment in favor of the
road district. Hearing none, she asked for a show of hands
of those in support of the road district. She then
requested comments from those in opposition.
Kenneth Cossler, 4645 SW Statter Dr., Aloha, stated that
he is a property owner in Oregon Water Wonderland. He
stated that he represents the board of directors for the
property owners association. He also stated that the board
of directors took no stand on the formation of the district;
however, on April 25 a letter was sent out to all owners
within the association. Of the approximately 725-750
letters sent out, 307 were returned. Of those 307, 245
made it known that they did not wish to have a road district
formed, 43 said yes to the formation and 19 had no
preference but made comments. He stated that all the
letters are available to the board if they wish to see
them.
Tom Gibbons, 9337 SW Hill, Tigard, stated that he has been
a property owner for six years and during that time the
property owners association began with a zero budget and now
has budgeted enough money to put a lot of gravel and cinders
on the roads. He also stated that this year the assessments
from the property owners were such that they were able to
put on additional gravel during the summer. They were also
able to regrade and oil Snowgoose road to cut down the dust
problem. He stated that improvements are being made as
money becomes available. They will become more available
if the present assessment of $45 per year per lot is
continued. He agrees that some of the roads are in bad
shape, but these are little -used roads. He felt that the
funds that are available should be used for the main
arterials. He also stated in oppostion that under the
present set-up every property owner has a vote to elect
members of the board of directors of the property owners
association. They are assessed according to the number of

lots they own so everybody pays an equal amount and has
equal representation. Under a special road district, those
with the highest property values will be paying the most.
Ray Dieter, 55725 Snowgoose, stated that he has lived at
this address for three years. He stated that he has seen
constant improvement over those years.
George Forsythe, 15526 Stellar Dr., stated that he is a
property owner and that when he purchased the property,
there were no roads. It was purchased with the
understanding that the developer would put them in. He was
told that only gravel and cinder roads would be put in.
Warren Collins, 17331 Brant Dr., stated that he fails to see
where a special road district would give them any advantages
that they don't have under their property owners
association. He stated that under a special road district
the registered voters would be the only ones with a say in
regard to its administration. He feels that this is unfair
to the many absentee property owners.
Chair Prante asked for any other comments in oppostion to
the road district. Hearing none, she asked for a show of
hands of all those in oppostion to the formation of a
road district.
Diana Nichols made one last comment. She wants to refute a
few things that were said and have it on the record. She
stated that the letter which was sent out by the board of
directors was not a truthful letter. She stated that the
persons signing the petitions were not all registered
voters. She also stated that the intention of forming a
road district was not to pave the roads.
Dick Maudlin asked the board and those present if there
was a petition circulated for the purpose of paving the
roads. After determining that there was not, he asked
Mr. Collins to address that issue. The letter that the
board of directors sent out to its members stated that
such a petition was circulated. The content of the
letter was based on misinformation.
The hearing was closed without a decision made. Both
Commissioners Prante and Maudlin need additional
information.

Discussion Regarding Northwest Commercial Road Vacation and
Related Land Exchange
Dave Jaqua gave a brief explanation of what is being done.
He submitted a letter to the board from the City of Redmond
and also maps of the area. The board wants to make sure
that there is still access to the county's property and also
that the properties to be exchanged are of equal value.
Also, the county may have to put in a frontage road at some

future date if the land exchange is made. Commissioner
Maudlin requested that this be discussed at a work session
with all parties involved present.
12. Possible Appointment of Dick Maudlin to the Board of
Equalization

Commissioner Tuttle and to appoint Commissioner
Maudlin to serve on the Board of Equalization.
