Chair Prante called the meeting to order �¢,`{R`A.M.
Commissioner Maudlin, Mike Maier, Karen Green ankofier
were in attendance; Rick Isham, Legal Counsel, was also present.
Commissioner Tuttle arrived at 9:10 a.m.
Rick Isham stated that he had not had time to review the
architectural contract with Huston, Barber, Barrett, and Turner.
The agenda item was postponed.
Rick Isham presented the risk management committee's insurance
<f recommendation. There was a discussion on the insurance options
1' available to the county. The risk management committee and the
consultant recommended purchasing the Great American plan. The
plan had several advantages, but it did not provide coverage for
public or mental health physicians. The name of the carrier for
T law enforcement and officers and directors coverage was not
known. The cost of this coverage is approximately $217,000.00.
The disadvantages of the plan were high deductibles and the
exclusion of physicians.
Mike Maier presented an option to self -insure. Chair Prante
recessed until 12:00 noon to discuss this option with members of
the risk management committee.
The meeting was reconvened at 12:11 p.m. Commissioners Prante,
Maudlin, and Tuttle were present. Also present were Rick Isham,
Karen Green, Mike Maier, Daryl Davidson, Lyn Stonelake, Kathy
Drew, and Joe Bankofier.
Different ways of implementing the Great American plan were
discussed in addition to going self-insured. The Great American
plan, with high retention levels, would be costly no matter how
it was implemented. Mike Maier stated that there was
approximately $816,000 in the insurance reserve and more could be
available in case of a disaster. He believed that now would be a
good time to go self-insured because of the large reserve
available. There was some discussion regarding the need to make
a decision before August because of concerns regarding premium
liability under the CIS Plan. Each commissioner stated some
reservations about not having sufficient time to study the self-
insurance options before making a decision.
After further discussion, it was decided that the only two real
options available were to go with Great American or self-
insurance.

*The insurance premium was paid to August 4, 1986. A letter
canceling insurance on August 4, 1986 was subsequently authorized
individually by the board members.
