1. Amendments to the Agenda
Chair Prante read aloud the amendments to the agenda.

Public Hearing to Amend Section 1.230 of Ordinance 81-009
the Deschutes County Sign Ordinance
Chair Prante opened the public hearing regarding the
amendment of Section 1.230 of Ordinance 81-009 and requested

Craig Smith stated that the Bend Urban Area Planning
Commission held a hearing last August and in September
recommended that the Board of Commissioners amend the county
sign ordinance to prohibit any new outdoor advertising signs
or billboards on Division Street and that a maximum number
be set within the Bend Urban Growth Boundary. The current
number of billboards within the BULB outside the city limits
is 21. They recommend that no new billboards be erected

after the effective date of this amendment unless it
i*laces an existing billboard.

dfJ:he amendment. Hearing none, she then requested comments
fpm those in opposition.
5* Rhodes of the Carlson Sign Co., Bend, stated some of
existing rules. He explained what the state laws are
&hd how they apply. He believes that there are enough
existing rules and that any more would be unfair and unjust.
He submitted six letters from area businesses that support
his position. He complimented Craig Smith for doing a good
job in determining the number of existing permits in the
BUGA at this time. Mr. Rhodes stated that he would like
some flexibility for growth in the area.
Dick Maudlin asked Craig Smith if an ordinance was to be
drafted. Commissioner Maudlin believes that the county
needs to work with the city on this.
Chair Prante asked for comments from anyone else wishing to
speak in opposition. Hearing none, she closed the hearing.

3. Possible Approval of Northwest Commercial Road Vacation
Rich Isham stated that he did not want the road vacated so
as to landlock a potential access on the north side of the
property. He wants to maintain contact with Hwy. 97.

17. Discussion of a Public Gatherings Ordinance Ordinance No
86-071
Karen Green stated that the current public gatherings
ordinance required a permit fee of $1000 and a bond of
insurance. There was talk by the board of repealing this
ordinance but Ms. Green discovered that it was a reflection
of state statute. The state statute requires the county to
issue permits and to assure certain requirements. This
Ordinance No. 86-071 gives the board the authority to waive
all or part of the permit fee and all or part of the bond
and the insurance requirements.
This issue was brought up because the Kiwanis Club wants to
hold a concert at the Sisters Rodeo grounds.
