Chair Prante called the meeting to '6*14 F 0 a. m.
Commissioner Maudlin was in attendance. [,QIg1}'iiY, Legal
Counsel, was also present. Commissioner Tuttle was a ent.
1. Amendments to the Agenda
Chair Prante read aloud the amendments to the agenda.
2. Public Hearing Regarding Creation of Oregon Water Wonderland
Unit 2 Special Road District
Rick Isham stated that at the conclusion of the meeting if
Diana Nichols, 17392 S. Merganser, Bend, OR 97707, stated
that the condition of the roads was not the only reason for
her being in favor of a road district. She stated that
cinders would be less expensive to purchase if the district
were formed. She further stated that school buses would be
able to use the roads and legal speed signs posted under a
district.
Betty Rupe, 17422 Curlew Dr., Bend, OR 97707, stated that
she is very much in favor of a road district.
Chair Prante asked for any further comments from those in
favor. Hearing none, she asked for comments from those in
opposition.
George Forsyth, 56115 Stellar Dr., Bend, OR 97707, stated
that a road district will not build roads, but will maintain
them and keep them clear in the winter and graded in the

there is not the required number of signatures to put this
up for election, then the district will automatically be
formed. He further stated that there would be an
opportunity for those wishing to sign a petition to do so.

Chair Prante asked for comments from those wishing to speak

Milt Agnew, 17323 Kingfisher Dr., Bend, Or 97707, stated
that the roads have not been touched since the last hearing
and that they are almost impossible to drive on.
Darlene Gifford, 55837 Snowgoose, Bend, OR 97707, stated
that she wants to reiterate what was said by Mr. Agnew. She
stated that the road was oiled the last week of July and is
now down to sand and dirt. She further stated that logging
trucks were allowed to use the road, causing more damage.

summer. He stated that it will not change the legalities of
the speed laws. He further stated that the only way to keep
the roads from deteriorating due to traffic speed is for the
residents to slow down. He also stated that he does not
believe that there are enough full-time residents at this
time to warrant a road district, but that there may be at
some future date.
Jewell Sollemberger, 2850 E. 37th, Eugene, OR 97405, stated
that she and her husband own two lots and plan to retire to
the property in 25 months. She stated that she does not
believe that a tax base and road district would be any more
advantageous than the present system. She further stated
that she believes that everyone should be treated equally
and that those on a fixed income may not be able to afford
the road district.
Warren Collins, 17331 Brandt Dr., Bend, OR 97707, stated
that he has done quite a lot of research in the area of
speed signs. He stated that the State of Oregon told him
that Oregon Water Wonderland does not qualify as a
residential area; therefore, they refuse to authorize a
speed zone in the area at this time. He further stated that
he believes it's unfair that only residents of the area have
any say over what happens, since this excludes 80 - 90
percent of the property owners. He also stated that he
believes that some people will put their property up for
sale if this district is formed.
Tom Gibbons, 9337 SW Hill, Tigard, OR 97223, stated that he
does not look forward to an increase in taxes. He believes
that the present road maintenance system is fair to all
property owners and that under a road district it would not
be fair.
Gail Lowman, 55965 Snowgoose Rd., Bend, OR 97707, stated
that she is on a fixed income and is oppossed to the
district.
Chair Prante asked for any other comments from those wishing
to speak in opposition. Hearing none, she opened the floor
to questions.
Diana Nichols asked what the assessment would be if the
district was formed. Chair Prante answered that it would
be one quarter of one percent of assessed valuation of
property and that this figure can increase by 6 percent per
year if costs of maintaining the roads increase.
Chair Prante continued the hearing until 5 p.m. to allow the
property owners time to collect the required 18 votes to
have an election on the formation of the road district.

3. Letter of Commendation to Mike Miller Mark Bower and Bruce
Bailey for their Work on the Recycling Program
Mike Miller stated that the recycling program is off to a
good start. There has been a 40 percent increase in
recyclables collected. Mr. Miller thanked the board for
their support and leadership. He accepted the letter of
commendation for Mark Bower and Bruce Bailey.
4. Possible Signature of Plat for George Trout
MOTION: Chair PRANTE entertained a motion to sign the
Valley View Plat.

11. Consideration of Deschutes County's Seat Belt Policy
This policy makes it mandatory for all county employees
to use their seat belts when driving county vehicles,
excluding grader operators.

The refunds were approved.
Mike Maier stated that he has reviewed two ballot measures
that will have an effect on the county budget. If measure 9
passes, the county could lose two million dollars of its tax
base. Mr. Maier stated that if the county were to cancel
now, we may not be able to get coverage later. Mike Maier
stated that Deschutes County is better off than most and
recommends that we cancel coverage with the Gibbins Co.
Commissioner Maudlin suggested that a decision be made when
the meeting is reconvened at 5 p.m.
16. Possible Approval of Weekly Warrant Vouchers
The amount of the vouchers is $236,005.66

vouchers subject to approval.

Chair Prante reconvened the meeting at 5 p.m. Commissioner
Maudlin was present. Rick Isham, Legal Counsel, was also
present. Commissioner Tuttle was absent.

Enough signatures were gathered to put the issue up for
election.
MOTION: Commissioner MAUDLIN moved for signature of
Order No. 86-066, calling for an election on the
proposed formation of the Oregon Water Wonderland
Unit 2 Special Road District.

holder on unemployment insurance canceling it
