THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDAINS as follows:
Section 1. Section 3.32, Entrance Pay Rate, of Ordinance
No. 81-053, as amended, is amended to read as follows:
"3.32 Entrance Pay Rate. The entrance pay rate for
employes new to a position is Step A of the pay
range prescribed for their job title. A Depart-
ment Head, subject to a technical review by the
Personnel Office, may recommend appointment
above the entrance pay rate if the applicant
meets more than the minimum job requirements.
Approval of appointments above the entrance pay
rate shall be granted only in recognition of
exceptional qualifications and experience pos-
sessed by the candidate that pertain to that job
title and are needed at present in that posi-
tion. In no instance can an appointment be made
if equally qualified applicants are available at
a lower starting rate. An employe may receive
the entrance pay rate below the minimum rate
prescribed for the class to which he is ap-
pointed if he does not have all the skills
necessary to fill the position, but is capable
of gaining these skills within a reasonable
period."
Section 2. Section 3.51, Completion of Trial Service Per-
iod, of Ordinance No. 81-053, as amended, is amended to read as
follows:

"3.51 Completion of Trial Service Period. If an
employe satisfactorily completes the one (1)
year Trial Service Period, he is eligible for a
one-step increase if authorized by the Depart-
ment Head and the Board."
Section 3. Section 5.21, Length of Trial Service, of Ordi-
nance of 81-053, as amended, is amended to read as follows:
"5.21 Length of Trial Service Period. Every person
appointed to a position in the classified ser-
vice shall serve a trial service period of at
least one (1) year."
Section 4. Section 5.22 of Ordinance 81-053, as amended, is
hereby repealed.
Section 5. Section 5.23, Evaluation During Trial Service
Period, of Ordinance 81-053, as amended, is amended to read as
follows:
"5.23 Evaluation During Trial Service Period. Each
employe shall be evaluated at least three times
during trial service, once after two (2) months
of work, after six (6) months of work and just
prior to one (1) year of continuous employment.
The employe must be evaluated "Meets Standards"
or better in order to achieve permanent status
(see also Rule 6). An employe beginning service
on Step "A" of their pay range shall automati-
cally advance to Step "B" upon satisfactory
completion of his trial service period."
Section 6. Section 5.25, Responsibility of Personnel
Specialist, of Ordinance No. 81-053, as amended, is amended to
read as follows:
"5.25 Responsibility of Personnel Specialist. The
Personnel Specialist is responsible for notify-
ing Department Heads of the deadline for filing
of all scheduled performance reviews. Failure
of the Department Head to comply with this
notice will result in disciplinary action by the
Board of Commissioners."
Section 7. Section 6.2, Periods of Evaluation, of Ordinance
No. 81-053, as amended, is amended to read as follows:
"SECTION 6.2 PERIODS OF EVALUATION

Each employe in the classified service shall have the
employe's performance evaluated (and the results de-
livered to and discussed with the employe, and kept on
file in the department office and the Personnel Spe-
cialist's office) at the following intervals. Such
reviews shall be performed in accordance with Rule 6."
Section 8. Section 6.21, Trial Service Period, of Ordinance
No. 81-053, as amended, is amended to read as follows:
"6.21 Trial Service Period. An employe is evaluated
according to Section 5.23, during the trial
service period."
Section 9. Section 8.51, Insurance, of Ordinance 81-053, as
amended, is amended to read as follows:
118.51 Insurance. Permanent full-time employes and
their immediate families will receive County -
paid health and dental insurance coverage start-
ing on the first day of the month following
completion of six (6) months of continuous
employment with the County. Coverage for
elected officials will begin January 1 of the
year the official begins his or her term.
Medical and dental coverage is available for
newly hired employes at their cost."
Section 10. Section 8.52, Insurance for Permanent Part -Time
Employes, of Ordinance No. 81-053, as amended, is amended to read
as follows:
118.52 Insurance for Permanent Part -Time Employes.
Permanent part-time employes and their immediate
families will receive County -paid health and
dental insurance coverage on the first day of
the month following completion of six (6) months
continuous employment with the County. Medical
and dental coverage for newly hired employes is
available at the employes cost."
Section 11. This Ordinance being necessary for the imme-
diate preservation of the public peace, health and safety, an
emergency is declared to exist, and this Ordinance takes effect
on its passage.
