WHEREAS, Deschutes County has solicited competitive offers
to repair a public facility known as the Deschutes County Jail
Remodel by advertisement; and
WHEREAS, on each occasion one bid was received which was
substantially in excess of the estimated cost of the repair; and
WHEREAS, the project requires specialized materials which
are only available from a sole source supplier; and
WHEREAS, Deschutes County has elected to proceed with the
repair to the public improvement through force account; and
WHEREAS, it is necessary to contract for certain labor and
materials; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That the Board of County Commissioners hereby
grants an exemption from competitive bidding for contracts for
the Deschutes County jail remodel for the jail equipment, in-
cluding miscellaneous iron fabrication, hollow metal doors and
frames, woven wire doors and panels, security glass, and the
installation of such equipment, because the equipment is only
available from one source compatible with the existing jail
facilities, that direct purchase of such equipment will not
diminish competition in the awarding of any contracts for other
labor to be provided in conjunction with the project, and such an
exemption will result in substantial cost savings to the County.
Section 2. That all labor and other materials which are
necessary for the completion of the project for demolition and
masonry, plumbing, mechanical, tile, balancing and controls, and
electrical work be bid on a competitive basis. Marshall Ricker,
a contract employee of Deschutes County, shall prepare bid
specifications, and shall advertise for bids for such labor and

materials. Such specifications shall waive any requirement for
bid security or performance and payment bonds, but shall other-
wise comply with all public bidding requirements regardless of
whether such contracts are expected to be less than $10,000.00.
Section 3. To the extent that any bid is less than any
existing purchase orders issued by the County, Deschutes County
shall cancel said purchase orders for labor or materials, or
both, and award the work to the lowest responsive, responsible
bidder. n
