REGULAR MEETING MINUTES JANUARY 7, 1987
Chair Prante whispered the meeting to order at 10:06 a.m.
Commissioners Maudlin and Throop were in attendance. Rick Isham,
Legal Counsel, was also present.
1. Amendments to the Agenda
Chair Prante read at a whisper the amendments to the agenda.
2. Selection of Chair for the Board of Commissioners
MQZION: MAUDLIN nominated Lois Bristow Prante to be Chair
of the Board of Commissioners for 1987.

Cha'ir'°=Prante turned the chair over to Commissioner Maudlin for
the rest of the meeting due to her laryngitis.
3. Public Hearing on Proposed Vacation of a Portion of
Mahogany, and Possible Signature of Order No 86-001
Vacating a Portion of Mahogany
Dave Hoerning gave the staff report. He stated that in
October of 1986 he received a petition requesting that a
portion of Mahogany_Road be vacated. Preliminary letters
were sent to the utility companies on November 10. The
petition was officially accepted on November 26 and a
hearing date set. On December 8, 1986 letters were sent to
the utility companies and property owners, and a notice was
posted and published regarding the proposed vacation. Mr.
Hoerning presented a map to the Board detailing the area.
There was discussion as to the physical appearance of the
area. The property owner requesting the vacation wants to
be able to landscape the area and does not intend to build
on it.
Commissioner Maudlin opened the public hearing and asked for
comments from those in favor of the road vacation.
Mark McConnell, 1642 SW Knoll, Bend, OR 97702, stated that
he is representing the property owner, Mr. McConnell, who is
out of town. He stated that the area to be vacated is part
of an old logging road and covered with cinders, and seems
to have no purpose. He stated that Mr. McConnell would like
to have control of the area to be able to landscape it. He
further stated that an identical portion on the opposite

r side had been purchased by the adjoining property owner.
Commissioner Maudlin asked for any further comments from
those wishing to speak in favor. Hearing none, he asked for
comments from those wishing to speak in opposition.
Bob Lovlien stated that he represents Mr. Julian Welch, who
recently purchased the property immediately east of the land
in question. He stated that Mr. Welch had been walking the
property when he found the notice and notified him. Mr.
Lovlien presented a map showing his clients property. Mr.
Lovelien stated that his client does not know as yet what he
plans to do with the property. He stated that he is looking
at some kind of a mixed use proposal that can be developed
over the next several years. He further stated that
Mahogany Road was being looked at as a potential access to
Mr. Welch's property; and if it were to be vacated, that
potential would be gone.
There was some discussion on the various problems and
options involved in this issue. It was decided to postpone
this item for two weeks.
The public hearing is continued for two weeks.
4. Possible Signature of Liquor License Application for the
Brothers Stage Stop
MOTION: MAUDLIN entertained a motion for the Chair to
sign.

5. Possible Signature of Weekly Warrant Vouchers
The amount of the vouchers is $66,372.48.
MOTION: MAUDLIN entertained a motion to sign the vouchers.

6. Possible Adoption of ordinance 87-001, Adopting 1987

7. Other Staff/Public Concerns
A committee is being formed to represent Central Oregon on
the Governor's "Short Agenda", and a representative from the
County needs to be appointed.

represent Deschutes County on the seven-member
Short Agenda Central Oregon committee.
