WHEREAS, the Board of County Commissioners of Deschutes
County, Oregon, has determined that a two -year serial levy should
be referred to the voters of Deschutes County, Oregon, to author-
ize the levying of taxes in an amount greater than the limitation
in Article XI, Section 11, of the Oregon Constitution, in order
to permit the proper operation of County affairs for the 1987 -88
and 1988 -89 fiscal years for the Deschutes County Communications
Agency ( "9- 1 -1 "); and
WHEREAS, it is necessary to submit the question of author-
izing the levy to the legal voters of Deschutes County, Oregon;
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. Date of Election. That the measure set forth in
Section 2 of this Resolution be submitted in the manner pre-
scribed by law to the legal voters of Deschutes County, Oregon,
at a County levy election, to be held on Tuesday, March 31, 1987.
Section 2. "9 -1 -1" Two -Year Serial Levy. At the County
levy election, there shall be submitted to the legal voters of
Deschutes County, Oregon, for their approval or rejection, a two -
year serial levy for operation of the Deschutes County Communi-
cations Agency ( "9- 1 -1 "), as set forth in Exhibit "A ", attached
hereto and by this reference incorporated herein.
Section 3. Publication. The measure set forth in Section 2
of this Resolution shall be published in accordance with law.

Section 4. Filing. Immediately following passage, this
Resolution shall be filed with the Deschutes County Clerk, and a
copy hereof shall be filed with the Elections Officer of Des-
chutes County, Oregon.

Caption: Two -year Serial Levy For "9 -1 -1" Operations
Question:
Purpose:
Shall Deschutes County levy $250,000 each year for
two years, outside the tax base, for "9 -1 -1"
operations beginning in 1987 -88?
The two -year serial levy will provide operating
funds for Deschutes County's "9 -1 -1" Agency for
two years beginning July 1, 1987. The serial levy
will levy outside the limitation on taxation set
forth in Article XI, Section 11 of the Oregon
Constitution for the 1987 -88 and 1988 -89 fiscal
years. The estimated total outlay for "9 -1 -1"
operations from the serial levy over the two years
is $500,000.
"9 -1 -1" currently funds its operations by directly
charging fees to its users (including cities,
police agencies and fire districts) and through
revenues from certain telephone taxes. Some users
have been unable to pay their share of the "9 -1 -1"
funding.
The serial levy will allow user cities, police
agencies and fire districts to reduce their cur-
rent revenue expenditures for "9 -1 -1" services by
replacing or supplementing user contributions.
Deschutes County pledges to use revenue generated
by the two -year serial levy exclusively for
"9 -1 -1" operations.
