Chair Prante read aloud the amendments to the agenda.
2. Public Hearing and Possible signature on Vector Control
District Annual Work Plans
Chair Prante read the notice of the hearing, opened the
public hearing, and asked for comments from the Four Rivers
Vector Control District.
KEYPUNCHED Claude Strauss, 56180 Solar Drive, Bend, Director of the 4-
Rivers Vector Control District stated that he has received
LIAR 2+1987 approval of his work plan from the Department of Fish and
Wildlife. He also stated that he has other concerns as a
citizen regarding the dispersal of hard pesticides. Mr.
Strauss stated that he believed that the Board may want to
look into the toxicity of the chemicals being used and their
ossible effects to the wildlife in the south-county area.
He stated that these chemicals are being applied by aerial
application, but that the planes may not be able to fly low
enough for the pesticide to reach the target zone without
getting into the riparian areas. He also stated that his
vector control district does not use these hard chemicals
but biological ones.
Chair Prante asked for any other comments on the 4-Rivers
Vector Control District. Hearing none, she asked for
comments from the Lazy River Vector Control District.
Hearing none, she asked for any comments from the Deschutes
River Recreation Homesites Vector Control District.
MaryAnne DeWitte, PO Box 2254, LaPine, Acting Treasurer of
the District, stated that this year they have plans to so
the same as last year; approximately 5-6 sprayings.
Commissioner Throop asked her if she had any information on
the issue of hard pesticides used in the area.
Mrs. DeWitte stated that the same firm has been doing their
aerial spraying for many years and have had no complaints.
Chair Prante suggested that the commission meet at a later
date to discuss this issue. Commissioner Throop concurred.

Chair Prante asked for any other comments on the vector
control districts. Hearing none, she closed the public
hearing.

3. Consideration of Livestock Loss Claim for Scott and Barbara
Brockway
Greg O'Neil, 990 NW Brooks, Bend, attorney for the
Brockway's, suggested that the Board not do anything on this
claim without talking with other counties to find out what
they do in such cases. He stated that a final figure on the
worth of the mare has not been determined, but may be higher
than the preliminary figure of $10,000. He further stated
that one issue he will be investigating is why the dog
control officer didn't try to track down the doberman when
it had previously been involved in chasing the Brockway's
horse.
Commissioner maudlin asked if the mare was insured. Mr.
O'Neil stated that he didn't believe that it was. Mr.
Maudlin asked if the mare had a foal when it had been leased
out the last time. Barbara Brockway stated that mortality
insurance was carried on the mare up until October 1986, but
dropped when the cost became too high and the amount insured
too low. She also stated that the mare did not become
pregnant when leased. Ms. Brockway stated that the last
amount that the insurance would cover on the mare was about
$6,000 and the premium was approximately 15% of that amount.
Greg O'Neil stated that he had talked with Karen Green
regarding the options on this. He also gave examples on
what other counties have done with livestock claims. Mr.
O'Neil further stated that the fact that the Brockway's
decided not to renew their insurance on the mare does not
shift the blame to them for the mare's demise. He also
asked the commission to make a determination on the actual
value on the mare.
Commissioner Throop asked if action would be taken against
the dog owner. Mr. O'Neil stated that that is a
possibility, but that it does not look good.
Karen Green stated that the only issue before the Board is

the livestock loss claim and that they need to make a
determination that the dog was killed as the result of a dog
attack, and if they make that finding, they must determine
the value of the mare. Karen Green stated that Rick Isham
indicated that in the past, the value of animals have been
determined strictly on its value as livestock. Ms. Green
also stated that once the value is established, the Board
needs to determine how much of it will be paid out of the
dog fund, which is only $500.
Commissioner Maudlin requested that the commission delay on
the determination of the value.
MOTION: MAUDLIN moved that the preliminary finding is that
the horse was actually killed as a result of an
attack by a dog.

Rick Isham stated that this initiates the termination by the
forest service. This is due to road realignment and a new
bridge.

Credit Bureau, Inc. and the County for Support Enforcement

agreement for service between Credit Bureau, Inc.

Chair Prante wanted to discuss with the City of Bend the 60%
overhead issue on this agreement. Rick Isham stated that
Mike Maier feels that this can be worked out with the city.
Rick Isham stated that this agreement needs to be signed so
as not to delay other aspects of the contract.

22. Possible Award of Contract for General Construction of the
Juvenile Services Center
Brad Mulvihill stated that JCRI does support what Deschutes
County is doing and has agreed to the $34,000 plus an
additional $16,000. Denny Maloney stated that some of the
hardware will be upgraded.
Tom McNab stated that the bids were opened on March 2, and
the low bidder was Degree Builders and Construction at
$193,657.
Chair Prante commended Brad Mulvihill on his efforts to
obtain more funding for this project.

Juvenile Services Center be awarded to Degree
Construction in the amount of $193,657.

Tom McNab stated that the low bid was for $30,600 from
Pacific Security Systems. He recommends that we accept this
bid. Rick Isham stated that the two addendums were
acknowledged.
MOTION: Chair PRANTE entertained a motion to sign the
contract with Pacific Security contingent upon the
inclusion of the addendums.

Commissioner Maudlin asked about the addendums. Tom McNab
stated that the changes would be in the form of a change
order and that these addendums were included in the original
bid.
