Green, Legal Counsel, was also present.
The meeting was called to hear the appeal of Douglas Thompson who
was disqualified from bidding on the Juvenile Services Center.
Dick Maudlin disqualified himself from this discussion because of
having talked about this previous to the appeal process. He has
also known Doug Thompson for many years.
Karen Green gave the explanation for the disqualification. She
stated that the prequalification application was not filled out
correctly. She also stated that it appeared that Mr. Thompson
did not have enough equipment or experience to qualify for this
job. Ms. Green stated that she also reviewed the material
submitted for the appeal, including a letter indicating large
projects he worked on as a foreman. He also included his 1986
financial statement. Karen contacted a gentleman at Donaca,
Battleson and was told that some material was not included in the
financial statement. The Board needs to determine by the
material submitted if Doug Thompson is a responsible bidder on
this project so as to prequalify under statutory standards.
Chair Prante asked Mr. Thompson if he would be leasing equipment
to complete this job. Mr. Thompson replied it would not be
necessary since parts of the job would be subbed out. He stated
that he had equipment valued at $18,000. Mr. Thompson also
stated that he has worked for other government entities.
Commissioner Throop asked Mr. Thompson if he had tried to
prequalify before. Mr. Thompson stated that he has bidded
several jobs with the state, but none were large enough to be
prequalified for. He stated that he did have a prequalification
with the County road department about one year ago. Karen Green
stated that a PQA is good for one year, but there are different
areas of prequalification.
Doug Thompson stated that he knows that he is not the low bidder
on this project. He also stated that he meant to check all the
applicable boxes on the PQA, but missed one. He also stated that
he has bid on jobs as high as $270,000, but has never been lucky
enough to be the low bidder.
There was some question as to Mr. Thompson's experience on large
jobs, and he told the Board that he has worked as a foreman on
several large jobs before he started contracting on his own.

MOTION: THROOP moved that we accept the pre-qualification
application for Doug Thompson.
PRANTE: Second.
VOTE: THROOP: Yes
MAUDLIN: Abstain
PRANTE: Yes
Mr. Thompson's bid was opened and he was $577 too high.
The meeting was adjourned.
