Maudlin and Throop were in attendance. Rick Isham, Legal
Counsel, was also present.
1. Amendments to the Agenda

Chair Prante read aloud the amendments to the agenda. ~9g1
2. Award of Longevity Pins to County Employees
Carol James 5 yrs. Phyllis Leck 5 yrs.
Paul Richardson 10 yrs. Max Mills 10 yrs.
The employees were commended for their years of service to
the County.
3. Public Hearing on the Transfer of Tournament City
Chair Prante opened the public hearing and asked for
comments from those in favor of the transfer.
Max Schroeder, Administrator of Central Oregon Parks, stated
that he has been before the Board previously and still
supports the transfer. He stated that he has set up an
advisory committee on what allowable uses are out there, and
would like someone from the County on this committee. He
also stated that there has been some interest from
individuals wanting to lease the facility, but stated that
the board is a little reluctant to agree to this.
Commissioners Maudlin stated that he is satisfied if
everyone elso is.
Chair Prante asked for comments from anyone else wishing to
speak in favor. Hearing none, she asked for comments from
those wishing to speak in opposition. Hearing none, she
closed the public hearing.
4. Public Hearing on the Formation of Deschutes River
Recreation Homesites Livestock District
Chair Prante opened the public hearing and asked for
comments from those wishing to speak in favor.
Mahlon Rohrbach, President of the property owners
association of the district, stated that they have a
problem in the area with horses running loose and

tearing up the property. He stated that everyone, but
the owner of the horses is in favor of the livestock
district.
Chair Prante asked for any more comments from those wishing
to speak in favor. Hearing none, she asked for comments
from those wishing to speak in opposition. Hearing none,
she closed the public hearing.
Rick Isham stated that he will prepare an order setting
this up for an election in may.
Public Hearing and Consideration of Order No. 87-009,
Creating Deschutes River Recreation Homesites, Unit 8, Part
3, special Road District
Chair Prante opened the public hearing and asked for
comments from those wishing to speak in favor. Hearing
none, she asked for comments from those wishing to
speak in opposition, Hearing none, she closed the
public hearing.

Dave Hoerning stated that they will put a fifty-foot flag
and make the flag and lot one tax lot and at the time
the property owner purchases the adjacent lot, he will
apply for a lot line adjustment.

8. Possible Signature of Personal Services Contract with
Century West Engineering
Tom Throop stated that Larry Rice indicated to him that
Century West had some concerns regarding the language
in a section of the contract. Rick Isham stated that
he had talked with Larry Rice about this and agreed to
get rid of a couple of the words, but not the word
"agent" since it does parrot our responsibilities under
the Oregon Tort Claim Act. He also stated that a term
should read "officers, agents and employees".

services contract with Century West Engineering as
amended.

9. Discussion of Mental Health Services Bi-Annual Plan for the
Mental Health Division
Anne Van Dusen gave the bi-annual plan that is required by
the state to explain what the division plans to do with
the funds provided and also to respond to proposed
funding. She also stated that she has began
discussions on the funding inequity for Deschutes
County and this is an initial step to make some
proposals to the division. Anne Van Dusen stated what
some of the proposals are. She stated that the County
is asking for $157,300. She further stated that she
will be in Salem for this presentation and stated that
the presence of a commissioner may be beneficial.
Commissioner Throop stated that Deschutes County is one
of the most underfunded counties in the state. Rick
Isham asked if the percentage of funding from the state
has increased or decreased. Anne Van Dusen stated that
she wasn't sure of the percentages, but that some
funding has increased.
10. Possible Signature of Ordinance No. 87-007, Authorizing the
Licensing of a Portion of Public Right of Way Under the
Jurisdiction of Deschutes County Not Presently Needed for
Public Use, and Declare an Emergency

be done on right of ways not currenty used.

23. Other Staff/Public Concerns
Commissioner Maudlin went through the changes in the
agreement for the Dixon-McClellan land exchange. One of the
changes is that the improved paved access will be changed to
city standards. The city of Redmond will set the standards.

The road shall be constructed to the County property line.
The requirement for bond for the road, the insurance, and
the coordination with the state contractor have been
deleted. The indemnity agreement has been left in. Rick
Isham suggested that the Board wait to sign the agreement
until all parties agree to it. The road will be a public
road.
