SPECIAL MEETING REGARDING THE JUVENILE SERVICES CENTER: 2.31

Chair Prante stated that this meeting is to discuss the funding
of the Juvenile Services Center. The bids for the center were
opened and were high.
Commissioner Maudlin stated that a contract has been awarded to
provide for the hardware of the building which the County may not
have money enough to build.
Denny Maloney stated that the money to cover the cost of the
Juvenile Services Center will be available. He stated that he
has a verbal commitment that will be firmed up at 10:00 a.m.
tomorrow.
Brad Mulvihill stated what options he has been working on. He
stated that Deschutes County was looking at trying to acquire
money that Malheur County has not used. Umatilla County has also
looked at acquiring some of that money for a facility there that
has been closed for three years. Mr. Mulvihill also stated that
the County was trying to get some funds from JCRI. He proposed
to JCRI that instead of going for a portion of the $210,000 from
Malheur County, that Deschutes County would support Umatilla
County's request for the money and that JCRI would provide the
funds necessary for us. The members of JCRI were supportive of
this option. Brad Mulvihill stated that this option was the most
expedient option. He further stated that the County is asking
JCRI for $34,000.
Chair Prante asked if JCRI would be willing to allocate more
money for cost over-runs. Denny Maloney stated that he doesn't
believe that we would be in a position to ask for this. Mike
Maier stated that there is some money available from the County
for over-runs in the amount of $4-5,000.
Commissioner Maudlin was concerned about not having enough money
available to build a sufficient facility.
There was discussion about needing to keep everything on a tight
budget.
Denny,__Maloney and Brad Mulvihill stated that they will know by
a a-imately 10:30 a.m. tomorrow if the money will be available,
a wl~a report back to the Board at that time.
