Chair Prante called the meeting to order at 10:05 a.m. Board
members in attendance were Lois Bristow Prante, Tom Throop, and
Dick Maudlin. Also present were Richard Isham, County Legal
Counsel, and Karen Green, Assistant Legal Counsel.

AMENDMENTS TO THE AGENDA
There were four amendments to the agenda.

4-H/Extension Service District budget.

Planning Director Craig Smith stated that they had
received a letter from 1000 Friends of Oregon, who
opposed the conditions and criteria contained in the
ordinances and resolution. Craig asked the Board to
continue the hearing for one week in order to give 1000
Friends more time to address their concerns.
Commissioner Maudlin opposed the continuation, stating
that 1000 Friends had received drafts of the ordinances
and had been aware of the amendments for quite some
time. He felt they had been given plenty of time for
response.
Karen Green stated that she had suggested continuation
in order to accommodate the opponents for one more week
rather than enter into potential lawsuits if the Board
were to adopt the ordinances at the present time.
The public hearing was therefore continued for one week
to June 10, 1987, at 10 a.m.

4. ANNEXATION TO RFPD #1 VOL DOME 36
MOTION: Commissioner Throop moved for signature of
Order No. 87-041, annexing property to the Rural Fire
Protection District #1. Commissioner Maudlin seconded.

5. CONTRACT FOR HOUSING FEDERAL PRISONERS
Richard Isham explained that the Federal Marshall used
the County jail facilities up to 50 prisoner days per
year on an as-needed basis. They want a change of
contract to house up to five sentenced prisoners. The
contract will be subject to inspection of the
facilities by the Federal Marshall.
MOTION: Commissioner Throop moved for approval of the
contract subject to inspection by the Federal Marshall
and upon review by the County Sheriff. Commissioner
Maudlin seconded.

6. BEND HARDWARE BUILDING
MOTION: Commissioner Maudlin moved for signature of
Resolution No. 87-024, authorizing sale of certificates
for the Bend Hardware Building. Commissioner Throop

development agreement between Deschutes County and the
Nativity Lutheran Church. Commissioner Throop

9. APPOINTMENT TO LAZY RIVER VECTOR CONTROL DISTRICT
MOTION: Commissioner Throop moved for approval of the
appointments of Steve Lavelle, Ernie Kegler, Gerald
Tracy, and Gordon Forslund to the Board of Directors
for the Lazy River Vector Control District.

10. AGREEMENT BETWEEN DESCHUTES COUNTY AND STATE OF OREGON
MOTION: Commissioner Throop moved for signature of the
agreement between Deschutes County and the State of
Oregon, delegating the County the authority,
responsibility, and functions of the Administrator of
the Health Division for public swimming pool and spa
construction permits and plan review. Commissioner
Maudlin seconded.

13. AGREEMENT WITH HUMANE SOCIETY

agreement between Deschutes County and the Humane
Society of Central Oregon, transferring 1979 Ford
Pickup to the Humane Society in exchange for reduced
impound fees and computer equipment. Commissioner
Maudlin seconded.

James H. Loah, Chief Engineer for Bend Millworks, asked
for immediate signature of a temporary use permit they

have pending with the Planning Division in order to
begin construction on an employee parking lot. The
mill will be hiring 350 new people, and the existing
employee parking lot is inadequate. VOL S&GE 39
MOTION: Commissioner Maudlin made a motion to
authorize Chair signature of the temporary use permit
for Bend Millworks. Commissioner Throop seconded.
