Sherrie Way, a Local Access
Road.
ORDER NO. 87-055

WHEREAS, the County Road Official has recommended _h__F-e)Wen-
diture of County Road Funds to repair a local access roadl�-jnqgn
as Sherrie Way; and
WHEREAS, the public use of the road justifies the expendi-
ture proposed; and
WHEREAS, the Board of County Commissioners may authorize the
work in accordance with ORS 368.031 for this local access road in
the same manner as a County road; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDERS as follows:
Section 1. That the County Road Official improve that por-
tion of the local access road known as Sherrie Way as set forth
in the recommendation of the Director of Public Works, marked
Exhibit "A", attached hereto and by this reference incorporated
herein.
Section 2. That the work authorized herein shall be as a
single project. yl�

SUBJECT: ReDair of Sherrie Way Pursuant to O.R.S. 368.031
As vou know, under O.R.S. 368.031 the Board of County
Commissioners may authorize the expenditure of County funds to
revair a local access road if it determines that the work is an
emergency or if the public use of the road justifies the
pro-oosed ex-oenditure. It also requires the County Road
Official to recommend the exzenditure and the governing body to
enact an order or resolution designating whether the proposed
work will be either a single project or a continuing program.
Presentiv, there is a local access road in the La Pine area
known as Sherrie Way. This road is.in disrepair due to the
lack of maintenance and the excessive use of the road by
residents of adjoining subdivisions. The ' portion of the road
that needs work crosses County owned land and connects the
subdivision area with Dorrance Meadow Road which is a T)aved
Countv Maintained Road.
We have made an!insDection of the road in question and have
determined the following conditions:
1) This section of road has most of the cinders off on
the side of the road filling the ditches and creating
a berm. This berm causes the road to be in a trough
section.
2) During certain times of

This department proposes the following corrective work to place
the road in a saiislactory condition:
A) Blade the road and spread the existing cinders back on
the road surface.
B) Blade the ditches to provide proper drainage from the
road.
C) Back slope the area, where necessary, to alleviate any
ponding effect during inclement weather.
The department has budgeted and recommends the Board authorize
the installation and maintenance of street signs on public
streets.
IJE the Board of Commissioners are in agreement with the above
action, please have the Legal Counsel 'Prepare an order for your
execution authorizing the proposed work as a one time project
under O.R.S. 368.031.
CONTINUOUS IMPROVEMENTS TO INSTALL RUBLIC STREET SIGNS:
Under the same statute, the staff has identified over one
hundred intersections of public roads where no street name sign
exist. The lack of street signs Doses a threat to public
safety since service providers fir�d it difficult to -locate
homes during emergencies. The traveling public and other
service providers are also greatly inconvenienced by the lack
of street signs.
If the Board of Commissioners are in agreement with the above
action, Dlease have the Legal Counsel prepare an order for your
execution authorizing the proposed work as" a continuing project
under O.R.S. 368.031.
