Also present were Rick Isham, County Legal Counsel, Karen Green, Assistant Legal Counsel, Craig Smith, Planning Director, and Jay Langley, Environmental Health Director. 1. LAPINE WATER TABLE POLICY The Board had asked Environmental Health Division to draft a policy on how to handle certain lots in the LaPine area where the water table was so high that septic systems were not allowable. Staff presented their recommendations. MAUDLIN: I move that we approve the suggested water table policy in LaPine. PRANTE: Second. VOTE: MAUDLIN: YES PRANTE: YES THROOP: YES The Board asked staff to prepare a written policy in the department's usual format. 2. REFUND OF APPEAL FEE TO THE NEIGHBORHOOD CHURCH This item was postponed for one week so that more research could be done on the subject. 3. LICENSE FOR COCAAN TO USE WAREHOUSE SPACE COCAAN had asked the Board to allow use of 700 square feet of the Bend Hardware Building in order to store their emergency food bank. PRANTE: I would entertain a motion to sign the license to allow COCAAN to use the warehouse space. MAUDLIN: I would move signature. APPROVAL TO DONATE GRAVEL TO LAPINE CEMETARY The LaPine Cemetary, a nonprofit organization, had asked the County for a donation of two truckloads of gravel to expand their parking lot. PRANTE: I will entertain a motion to sign Order No. 87-063 contingent upon receiving engineer's report. THROOP: I will make that motion. MAUDLIN: Second. VOTE: THROOP: YES MAUDLIN: YES PRANTE: YES 5. REQUEST TO ESTABLISH "WHISTLE FREE ZONE" This was a signature of a letter to the Public Utility commission requesting the establishment of a "Whistle Free Zone" at the intersection of Murphy Road and the Burlington Northern Railroad. PRANTE: I will entertain a motion to sign the letter to the Public Utility Commission. MAUDLIN: So moved. THROOP: Second. VOTE: MAUDLIN: YES THROOP: YES PRANTE: YES 6. REVISION #5 TO HIV AGREEMENT This was a revision to the HIV Agreement between Deschutes County Health Department and the State of Oregon Health Division for an additional $427. ORDER NO. 87-055 IMPROVEMENT OF SHERRIE WAY PRANTE: I will entertain a motion to sign Order No. 87-055, authorizing improvement of Sherrie Way. MAUDLIN: So moved. THROOP: Second. VOTE: MAUDLIN: YES THROOP: YES PRANTE: YES 8. DEVELOPMENT AGREEMENT WITH WILLIAM WAGNER SR. MAUDLIN: I move signature of development agreement between Deschutes County and William Wagner for the Hampton Inn. THROOP: Second. VOTE: MAUDLIN: YES THROOP: YES PRANTE: YES 9. MILITARY FACILITY LEASE WITH REDMOND ARMORY This was a facility lease with the Redmond Armory to use their site for a voting station. The Board asked staff to research the option of paying on a yearly basis with one contract so that these contracts would not come before the Board every time an election was held. LIQUOR LICENSE RENEWALS Liquor license renewals before the Board were for Ivy's Tumalo Store, Black Butte Grocery, Bend KOA Kampground, Deschutes Station, La Siesta Cafe, and Food Towne. APPROVAL OF WEEKLY WARRANT VOUCHERS PRANTE: I will entertain a motion to approve the weekly wa rrant vouchers subject to review. THROOP: I will make that motion. MAUDLIN: Second. VOTE: THROOP: YES MAUDLIN: YES PRANTE: YES 13. AGREEMENT WITH DEPARTMENT OF REVENUE This was an agreement between Deschutes County and the Oregon Department of Revenue for processing tax payments. AGREEMENT WITH DESCHUTES COUNTY FAIR ASSOCIATION MAUDLIN: I move signature of the agreement between Deschutes County and the Fair Association subject to their signature.
