1987-17253-Minutes for Meeting August 19,1987 Recorded 8/28/1987• 008F-00-62 MINUTES DESCHUTES COUNTY BOARD OF COMMISS 6Aii 'S:54 August 19, 1987 Chair Prante called the meeting to order at 10 a.m. Board members in attendance were Lois Bristow Prante, Dick Maudlin, and Tom Throop. Also present were Karen Green, Assistant Legal Counsel, Larry Rice, Director of Public Works, and Craig Smith, Planning Director. 1. PUBLIC HEARING ON ORDINANCE NO. 87-021 This ordinance prohibiting barbed wire fences in the urban area was postponed for three weeks. 2. MODIFICATION #2 TO 1987-89 MENTAL HEALTH AGREEMENT THROOP: I will move the approval of modification #2 to the intergovernmental agreement. MAUDLIN: Second. AND ACCEPTANCE OF DEDICATION Before the Board was signature of a final mylar for MJP-87-8, for Ralph Hammond, and acceptance of road dedication. RESOLUTION NO. 87-046 Before the Board was a resolution authorizing the County Clerk to enter into agreements to use property as polling places. MAUDLIN: I move signature of resolution. APPOINTMENT OF BRUCE DEVLIN TO SOLID WASTE COMMITTEE THROOP: I move the appointment of Bruce Devlin to the Solid Waste Advisory Committee. MAUDLIN: Second. APPROVAL OF DEFERRED COMP SELECTIONS Before the Board was approval of selections of companies to provide deferred comp plans for the County. The recommendations were Shearson Lehman Brothers and A.G. LIQUOR LICENSE RENEWALS Before the Board were liquor license renewals for Sunriver Country Store, China Ranch, Lucky Is Tavern, Ponderosa Pizza in Sunriver and LaPine, Cultus Lake Resort, Deschutes Fly & Tackle, LaPine Highway Center, Tastevin Imports, Kayo's Restaurant, Lava Lake Lodge, and Thousand Trails. PRANTE: I will entertain a motion to authorize chair signature of the liquor license renewals. MAUDLIN: So moved. THROOP: Second. VOTE: MAUDLIN: YES THROOP: YES PRANTE: YES 15. LEASE AGREEMENT FOR DATA PROCESSING EQUIPMENT Before the Board was a lease agreement with Paradyne for equipment for the Data Processing Department. AWARD OF CRAWLER TRACTOR BID AND EXECUTION OF CONTRACTS Larry Rice, Director of Public Works, submitted the results from the bid advertisement. Pape Brothers had submitted the lowest bid on the crawler tractor. MAUDLIN: I move the award of crawler tractor bid to Pape Brothers and give Public Works authority to prepare the contracts. APPLICATION FOR SELF-INSURANCE CERTIFICATE The County was required to submit an application for self-insurance to the State Department of Motor Vehicles for all County-owned vehicles. VOTE: MAUDLIN: YES THROOP: YES PRANTE: YES DISCUSSION ON PRE-EMPLOYMENT BACK EVALUATION STANDARDS The Board discussed the County standards on back evaluations required for certain positions. There was not a specific policy requiring applicants for the Juvenile Detention Worker positions to have a physical, however, they had been evaluated under the standards established for the Sheriff's Department. It was decided that the County would evaluate these standards in light of the Oregon Revised Statutes which prohibits discrimination of applicants because of previous injuries unless the injury impairs the work required. THROOP: I would move that the Board of Commissioners, with the help of Legal Counsel and the personnel director, take a look at the policy and make it more clear.
