1987-19973-Order No. 87-068 Recorded 9/29/1987A BEFORE THE BOARD OF COUNTY COMMISSIONERS An Order Designating a Load Limit on the Bridge on Bridge Drive, a County Road, and Creating Exceptions. * 87-19973 ORDER NO. 87-068 RMEWED 16 - OF DE8VMVS---00UNTY-,, ---OT YOL 315 WHEREAS, the Board of County Commissioners is vested with ,the authority to impose limits as to any gross weight of any vehicle, or combination of vehicles, that in their judgment are necessary to protect County roads and bridges; and WHEREAS, the Board of County Commissioners, having been advised of the Director of Public Works' recommendation as to the gross weight limitations of the Bridge Drive bridge; and WHEREAS, it appearing necessary that for the protection of this bridge from being unduly damaged and to protect the interest and safety of the general public, that said bridge should have the gross weight limits as recommended by the Director of Public Works imposed; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the gross weight limit for Bridge Drive bridge, as recommended by the Director of Public Works, as shown in Exhibit "A" attached hereto and by this reference incorporated herein, be nine (9) tons. Section 2. That the provisions of Section 1. do not apply to emergency vehicles, such as fire trucks and ambulances. Section 3. That the Director of Public Works post forthwith signs giving notice of the gross weight limitations contained in this Order in a conspicuous manner, at or near the entrance of the bridge identified in Se�ti 1 of this order. This bridge is due for replacement in the winter of 1989 with special bridge replacement funds. We found the following during the field inspection: 1. The bridge is a timber structure sixty-two feet in length and twenty-four feet in width; 2. The substructure and superstructure does not meet current standards and is the primary reason the bridge is being replaced; 3. The deck is a single layer of transverse 4" X 1211's which were replaced about five years ago; 4. On the north side of the bridge, the deck continues on about 3.5 feet past the last supporting stringer; 5. The guardrail has completely failed on the south side and on the north side the rail is inadequate to the point it is a hazard; I recommend that the Public Works Department take the following action in regards to this bridge: Post a weight limit sign of 9 tons. This is the operating rating loading shown on the State STRUCTURAL Inventory and appraisal form. A weight limit will require an order from the Board of Commissioners before it can be posted; 0 2. Install a type 2A guardrail and approach rail. This would require three feet of the cantilevered deck to be removed; 3. Consideration should be given to placing another deck on for wearing purposes and better distribution of the load; 4. If the above work is completed, the following additional signing will be required; a) Weight limit signs on the bridge; b) An advance weight limit sign at the intersection of Riverview Drive and Otter Drive; c) Narrow bridge signs on the approach roads; I would be happy to discuss these recommendations with you at your convenience.
