RESOLUTION NO. 87 -056
WHEREAS, user fees have been the traditional method to fund
the federal -aid highway program and an increasing percentage of
the federal transit program; and
WHEREAS, increasing the motor fuel tax is currently being
reviewed as an option for a tax increase to reduce the deficit;
and
WHEREAS, it is likely that any increase in the motor fuel
tax which goes into the general fund is also likely to fund
increased spending in non - transportation programs; and
WHEREAS, the 1.6 million miles of county highways and hun-
dreds of county transit systems are in need of a continued
infusion of federal funds; and
WHEREAS, the proceeds from the motor fuel tax have been used
only to support the federal highway trust fund, which in turn
funds the federal highway, bridge, and mass transit programs; and
WHEREAS, there are great capital highway and transit funding
needs, estimated to be between $40.0 billion and $62.8 billion
annually through the year 2000 for highways and between $6.5
billion and $7.5 billion annually from 1987 -91 for transit; and
WHEREAS, the federal commitment to funding county highways
and bridges is simply not keeping up with the needs in our urban
and rural areas, and the federal commitment to mass transit has
decreased substantially since 1982; and
WHEREAS, the federal government is not even spending all the
money available presently in the highway and transit trust funds
because of obligation limits proposed by the Administration and
supported by Congress, with the result being that there are bal-
ances of approximately $4 billion in the transit trust funds;
now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON as follows:
Section 1. That the Board of County Commissioners of
Deschutes County, Oregon, strongly opposes an increase in Federal

motor fuel taxes unless the proceeds of such an increase are used
exclusively for highway, bridge, and transit purposes.
Section 2. That the motor fuel tax is a user tax paid by
those persons who travel on our nation's highway system and the
Board of County Commissioners of Deschutes County, Oregon,
continues to support such a dedicated source of additional
revenue.
Section 3. That no funds currently withheld or generated by
the motor fuel tax be used for any purpose other than highways,
bridges and mass transit.
Section 4. That all funds collected by the trust fund, and
the interest income relating thereto, be spent based on the
amount of motor fuel tax collected and on the authorization
levels established by Congress, and that those funds which cur-
rently represent a balance in the trust fund including interest
income, be allocated in an orderly fashion to eliminate the
existing balance in the trust fund.
