An Order Designating a Weight
Load Limit on Erickson Road
and Hamby Road, County Roads,
and Creating Exceptions.
ORDER NO. 87-076
OF DESCHUTES COUNTY, OREGON
WHEREAS, the Board of County Commissioners is vested with
the authority pursuant to ORS 810.030 to impose limits as to any
gross weight of any vehicle, or combination of vehicles, that in
their judgement are necessary to protect County roads from being
unduly damaged; and
WHEREAS, the Board of County Commissioners, having been
advised of the Director of Public Works' recommendation as to the
gross weight limitations of Erickson Road and Hamby Road; and
WHEREAS, it appearing necessary that for the protection of
these roads from being unduly damaged and to protect the interest
and safety of the general public, that said roads should have the
gross weight limits as recommended by the Director of Public
Works imposed; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY,
OREGON, ORDERS as follows:
Section 1. That the gross weight limit for all of Erickson
Road and all of Hamby Road, as recommended by the Director of
Public Works, as shown in Exhibit ffA" attached hereto and by this
reference incorporated herein, be twenty-five (25) tons.
Section 2. That the provisions of Section 1. do not apply
to emergency vehicles, such as fire trucks and ambulances.
Section 3. That the Director of Public Works post forthwith
signs giving notice of the gross weight limitations contained in
this Order in a conspicuous manner, at or near the beginning of
the roads, along the roads and at or near the terminus of the
roads identified in Section 1. of this order. Said signs shall
be placed so as to give adequate and sufficient notice to persons
entering said roads from common routes of traffic thereto.

ENGINEER'S REPORT FOR
HAMBY ROAD
In response to a request by the Board of Commissioners the Engineering
Division has investigated truck traffic on Hamby Road.
I. INFORNATION FOUND
Width:
MP 0.0 - 1.6 26 ft.
MP 1.6 - 1.9 22 ft.
MP 1.9 - 2.3 26 ft.
Classification: Rural Collector
Speed Study:
Posted 45 mph
Auto's 46 mph
Trucks 46 mph
Structural Section: Asphalt penetration macadam (0-9 oil mat) with
cinder base, A.C. was used to widen the shoulders in the 26 ft
sections. Shoulders are approximately 4 ft. wide.
II. CALCULATIONS
Traffic Coefficient ( a method of determining truck usage):
T.C. = 9[trucks per day/498]**0.119
Existing (40 trucks)
T.C. - 9[40/4981**0.119 = 6.67
If 25 ton weight limit imposed (5 trucks)
T.C. = 9[5/498]**0.119 = 5.21
80th percentile deflection: 0.060 (from Benkleman Beam testing)
Maximum allowable deflection (the point where deterioration of the
base, subbase, and paving take place)

III. RECOMMENDATION
Based on the above information this department recommends that a 25 ton
load limit be placed on Hamby Road. We also recommend a 25 ton load
limit be placed on Erickson Road since it is of the same type of
construction and is a logical choice for trucks to use for a bypass of
Hamby Road.
