Chair Prante called the meeting to order at 10 a.m. Board
members in attendance were Lois Bristow Prante, Dick Maudlin, and
Tom Throop. Also present were Rick Isham, County Legal Counsel,
Karen Green, Assistant Legal Counsel, Craig Smith, Planning
Director, and Ann Van Dusen, Mental Health Director.
1. PUBLIC HEARING ON ORDINANCE NO. 87-030
A public hearing was held on Ordinance No. 87-030, an
ordinance repealing sections of PL-11, the Bend Urban Growth
Boundary Zoning Ordinance, to remove restrictions on garage
sizes in certain areas.
No one wished to provide testimony on this ordinance.
MAUDLIN: I would move first and second reading by title
only of ordinance 87-030.

2. SHIFT OF DYNATRON FUNDS
Before the Board was a request to shift Dynatron funds to
Opportunity Center/Work Activity Center. The Opportunity
Center had been accepted as the agency to provide the work
activities that Dynatron had formerly provided.

AMENDMENT #5 TO 1987-89 MENTAL HEALTH AGREEMENT
Before the Board was approval of amendment #5 to the Mental
Health Services Intergovernmental Agreement for an increase
of $104,695 over the biennium.

JUVENILE FACILITY AGREEMENT
Before the Board was a request for approval of the draft
juvenile facility agreement proposed by Dennis Maloney of
the Juvenile Department. This agreement provided guidelines
for use of the juvenile detention facility for other
counties, agencies, etc.
MAUDLIN: I move approval of the juvenile facility
agreement.

5.
AMENDMENT TO JSC COMPREHENSIVE PLAN
Before the Board was approval of a resolution to amend the
Juvenile Services Commission 1987-89 Comprehensive Plan to
account for the $33,175 received as a result of the Student
Retention Initiative. The Juvenile Services Commission
intended to use this money to fund the Bend-LaPine School
District's At-risk program.
MAUDLIN: I move the procedures as necessary to fund the at-
risk youth program.

AFS INTERGOVERNMENTAL AGREEMENT
Before the Board was approval of the intergovernmental
agreement between Deschutes County District Attorney's
Office and Adult and Family Services Division for food stamp
fraud investigation and prosecution.

Before the Board was signature of a resolution declaring
intent to transfer property to Midstate Electric Cooperative

12. RESOLUTION NO. 87-058
