DESCHUTES COUNTY BOARD OF COMMISSIONERS
November 4, 1987

Acting Chair Maudlin called the meeting to order at 10:05 a.m.
Board members in attendance were Dick Maudlin and Tom Throop.
Also present were Rick Isham, Legal Counsel, Karen Green,
Assistant Legal Counsel, Mike Maier, County Administrator, and
Craig Smith, Planning Director.
1. TRANSFER OF PROPERTY TO MIDSTATE ELECTRIC
A public hearing was held to hear any testimony regarding
the County's intent to transfer property to the State of
Oregon Military Department. Also before the Board was
signature of Order No. 87-074, transferring the property.
Jim Noteboom of 835 N.W. Bond in Bend, Oregon, spoke in
favor of the proposal. He is a major with the Oregon
J
National Guard, and updated the Commission on the Guard's
upcoming projects. There was no further testimony from the
audience.
THROOP: I will move the transfer of property in question.

2. BARGAIN AND SALE DEED TO STATE OF OREGON
THROOP: I will move the signature of the bargain and sale
deed.
MAUDLIN: Second.

3. TRANSFER OF PROPERTY TO MIDSTATE ELECTRIC
A public hearing was held to hear testimony regarding the
county's intent to transfer property to the Midstate
Electric Cooperative. The purpose of this proposal was to
transfer property in the LaPine Industrial Park to Midstate,
who would, in turn, provide three-phase power in the park.

5. FINAL MYLAR FOR MP-87-14 AND ACCEPTANCE OF DEDICATION
Before the Board was signature of a final mylar for minorl
and partition MP-87-14 and acceptance of a dedication from
Ted Phillips Jr., the Bend Bowman, and Pat Schotz.
THROOP: I will move signature of the final mylar for MP-
87-14 and dedication.

6. FINAL MYLAR FOR MP-87-19
Before the Board was signature of a final mylar for minor
land partition MP-87-19 for Gary Herauf and Jean Johnson.

7. COUNTY'S POLICY ON VOLUNTEER AND COMMUNITY SERVICE WORKERS
Before the Board were County Policies 87-11-01 and 87-11-02,
relating to the policies established for volunteer and

community service workers. This had been before the Board
previously, but some changes had to be made.
THROOP: I will move signature of the policy on volunteers
and community service workers.

8. RESOLUTION SUPPORTING HIGHLAND FOREST CORPORATION PROJECT
Before the Board was signature of Resolution 87-062
supporting the Highland Forest Corporation project.
THROOP: I will move signature of the resolution supporting
the Highland Forest Corporation Project.
MAUDLIN: Second.
VOTE: THROOP: YES

9. AGREEMENT WITH STATE OF OREGON FOR EXCHANGE OF PROPERTY
This item was postponed.
10. WEEKLY WARRANT VOUCHERS
The total amount of bills for the week were $48,024.11.
THROOP: I will move approval of weekly warrant vouchers
subject to review.

11. APPROVAL FOR OUT-OF-STATE TRAVEL
Before the Board was a request from the Public Works
Department to authorize out-of-state travel for Gordon Dukes
and Gary Clark to attend a seminar in Washington. Public
Works was also requesting approval for Bob Dean and Darcey
Vansant to attend a computer seminar in California.
THROOP: I will move the approval of out-of-state travel
for the four employees names.

12. REQUEST TO WAIVE PENALTIES ON TRANSIENT ROOM TAX
Before the Board was a request by Ridgepine, Inc., to waive
penalties placed on them for late remittance of transient
room tax funds.
THROOP: I would move that we deny Ridgepine, Inc.'s
request to waive penalties.
MAUDLIN: Second.
VOTE: THROOP: YES
MAUDLIN: YES
