Chair Prante called the meeting to order at 10:02 a.m. Board
members in attendance were Lois Bristow Prante, Dick Maudlin, and
Tom Throop. Also present were Rick Isham, County Legal Counsel,
Karen Green, Assistant Legal Counsel, Craig Smith, Planning
Director, Dave Hoerning, County Surveyor, and Darrell Davidson,
County Sheriff.
1. ELECTION OF NEW CHAIRMAN
THROOP: I'll move that Commissioner Dick Maudlin be
designated as the chair for 1988.
PRANTE: Second.

At this point, commissioner Maudlin presented Commissioner
Prante with a plaque for her service as chair of the
Commission for 1987. Commissioner Maudlin then chaired the
remainder of the meeting.
2. APPROVAL TO HIRE IN CORRECTIONS DIVISION
Before the Board was a request from Sheriff Darrell Davidson
to hire an additional person in the Corrections Division.
This person would be hired under the rehabilitation program,
and 50 percent of his salary would be paid by the State
Rehabilitation program.

This item was postponed for one week.
AMENDMENT #7 TO MENTAL HEALTH AGREEMENT
Before the Board was possible approval of Amendment #7 to
the Mental Health Services Intergovernmental Agreement for
1987-89. The purpose of this agreement was only to transfer
funds from the Dynatron program to the Residential
Assistance Program and the Opportunity Center of Central
Oregon to provide work activity center services for former
Dynatron clients. This work activity service is to be
phased in in two phases and will be completed in June of
1988.

Health contract.

PERSONAL SERVICES CONTRACT WITH GEOFFREY HYDE

POWER LINE EASEMENT FOR CENTRAL ELECTRIC COOPERATIVE
Before the Board was a request by the Central Electric
Cooperative to grant them easements of 20 feet on four lots
along U.S. Highway 20 East which were owned by the County.

Before the Board was signature of Order No. 88-001, an order
amending order No. 87-078, which had annexed territory to
the LaPine Rural Fire Protection District. The original
order of annexation had contained an error on the map, and
the Oregon Department of Revenue had requested a corrected
map.
PRANTE: I move to amend the fire district.

ORDER NO. 88-002
Before the Board was signature of Order No. 88-002, an order
amending Order No. 87-081, which had annexed property to the
Deschutes County Rural Fire Protection District #1. The

legal description, and the Oregon Department of Revenue had
requested a corrected legal.

Before the Board was a request by the Mental Health
Department to authorize two additional Visa credit cards for
their office. The Board needed to send a letter to the bank
authorizing the issuance of these cards.
