Chairman Maudlin called the meeting to order at 10:03 a.m. Board
members in attendance were Dick Maudlin, Lois Bristow Prante, and
Tom Throop. Also present were Rick Isham, County Legal Counsel,
Karen Green, Assistant Legal Counsel, and Larry Rice, Director of
Public Works.
Commissioner Maudlin read aloud a letter of commendation that had
been written to Sue Stoneman for her leadership in her role as
the director of the SAFE project.
1. PUBLIC HEARING: CENTRAL OREGON REGIONAL STRATEGY
A final public hearing was held on the Central Oregon
Regional Strategy. The hearing was for the purpose of
accepting testimony for or against the final draft of the
strategy document proposed to be submitted to the State.
All testimony was in support of the proposed Regional
Strategy. The written testimonies have been included as
Exhibit "A" of these minutes.

SKYLINER ROAD PARKING ISSUE
Before the Board was a discussion of the Skyliner Road
parking issue. The Public Works Department was recommending
that a "no parking" zone be established in order to provide
snow removal services. However, there was already such a
shortage of parking, especially for the residents due to the
high volume of recreation traffic. After much discussion
with some representative residents of the area, Commissioner
Maudlin suggested that a Forest Service road perpendicular
to the small parking lot be plowed and that a "no parking"
zone be established on Skyliners Road from 6 a.m. to 9 a.m.
to allow for plowing during those hours. He also suggested
that the full-time "no parking" zone be delayed until next
year to allow time to get the parking lots enlarged so that
residents and recreators have somewhere to park.

CENTRAL OREGON REGIONAL STRATEGY HEARING
As a relatively minor participant, but advocate for the Regional
Strategy Program, I respectively urge the support of the Deschutes
County Commissions for the comprehensive package.
A major component of the plan is the Welcome Center located in
Bend, a facility that the county has played a major role in developing.
The facility will allow Central Oregon to have a focal center for
visitors, with a goal of enhancing tourism and capitalizing on
opportunities for economic development.

CENTRAL OREGON REGIONAL STRATEGY
January 13, 1988
The Bend Chamber of Commerce has been an active participant
in the Regional Strategy process since the first meeting was
held in December of 1986 and the Chamber has tried to play
a constructive role in the evolution of the strategy.
The Chamber supports the fundamental concepts of the
strategy of using tourism as a means to promote a broader
scope of economic development. The accompaning
transportation element is essential for the basic concepts to
work well.
We are pleased with the final product and recommend its
approval by the Deschutes County Commission, Oregon
Economic Development Department and Governor Goldschmidt.

Tri-County Regional Strategies Hearing--January 13, 1988
On behalf of Mandala Communications, I am pleased to write this statement
in support of the Central Oregon Regional Strategy.
Our firm represents the marketing interests of a broad range of Central
Oregon businesses, and we have had the opportunity to watch first-hand the
growth of those businesses over the past 12-month period. During this same
period, the intent of the Regional Strategy has been strongly apparent in
this region. The community's commitment to economic development is obvious,
and its chosen tactic--using tourism as the means to overall regional growth--
has proven itself wise and successful.
Jet air service has been secured via this approach, and the effects of that
success are quantifiable throughout the business community.
Now, with the formalized Strategy, the region will take the concept of
converting tourism business to overall regional economic health through
business start ups and relocations.
In part because this is how our own business came to be located in Central
Oregon, and further because we have experienced the growth of our own business
and our clients' businesses as a result of such a strategy, we are pleased
to lend our total support to the Regional Strategy being presented by Central
Oregon to the State.

Re: Central Oregon Regional Strategy Application
The Redmond Chamber of Commerce supports the Central Oregon Regional Strategy
Application. We feel the Information Center in Bend is vital for continued tourism
development, both by providing information to visitors and as a regional communication
interchange.
In cooperation with the Bend Visitor Center, the Redmond Chamber has made a monetary
and time dedication to the Redmond Visitor Satellite building as a tourist and economic
development facility. We feel the satellite office is imperative as part of the regional
strategy because of the central location and more importantly, as a support to the
regional airport.
Based on our understanding of an earlier pre-commitment, the Redmond Chamber of
Commerce has already invested approximately $2500 and over 100 hours toward the
project. We have secured a lease for the land and completed the preliminary work on the
satellite building. The Chamber Building Committee and Building Finance Committee are
in place. We await approval of the Regional Strategy Application to finish the project.

Public Hearing on Central Oregon Regional Strategy Proposal

My name is Phil Boyle, and I am Chairman of the Redmond Economic
Development Assistance Partnership, an organization created and
funded by the City of Redmond and the Redmond Chamber of Com-
merce that is working for Economic Development in the Redmond
area. I am here to testify in favor of the Central Oregon Re-
gional Strategy proposal submitted by the Committee of Seven.
REDAP supports this proposal whole-heartedly because its strategy
targets one of our greatest needs, that of getting the attention
of commercial and industrial prospects focused upon the potential
for profitable siting and expansion in Central Oregon. Its var-
ious projects, especially the Visitors' Information Center in
Bend and the several satellite Centers, as well as the promotion-
al package for hotels, motels and restaurants, will not only
stimulate tourism in our region, but will also create a very
large number of opportunities for us to expose the growing volume
of tourist traffic to the outstanding business and industrial op-
portunities here.
It is extremely expensive and difficult to conduct marketing op-
erations nationwide or even widely up and down the West Coast.
A growing tourist industry in very large part solves that prob-
lem. It has already proven effective in the past to exploit the
tourist traffic in Central Oregon for this purpose. Many basic
industries that have sited themselves here in recent years have
done so as a result of their executives first coming to Central
Oregon to play. This strategy should be strenghtened. We there-
fore support the proposed programs and urge their adoption by
both County and State government.

The Regional Strategies program has presented Oregon with a unique oppor-
tunity to positively affect economic development locally, and through regional
cooperation. Here in Central Oregon, a partnership of governmental and
citizen groups has come together to develop an exciting and results-oriented
Regional Strategy that promises an economic impact immediately, and for the
foreseeable future.
Speaking for the Inn of the Seventh Mountain, we are very much in support
of the strategy package that has been developed.
Perhaps the most positive aspect of the entire program is the unique combi-
nation of tourism interests and more traditional economic development efforts.
We see the strategy for Central Oregon as providing an opportunity for the
entire region to gain in two ways:
First, the positive impact on tourism services will generate business that
means income, jobs and activity throughout the region. Tourism is good
business, and we will enjoy more of it.
Second, through tourism activity, visitors will be introduced to Central
Oregon, and the opportunities for business development and site location
of new businesses. Visitors will be given the "do business here" message,
benefitting the entire region.
The result is certain to be better business for us all: more income for
existing businesses, jobs and new business or business relocations. We
will all benefit.
A good deal of work and planning has gone into the regional strategy develop-
ment. We applaud the efforts of the public entities that have come together
to make the Central Oregon Regional Strategy a reality. And, we offer our
thanks to everyone who has assisted as this exciting program has come to-

Last year, Governor Goldschmidt set a new direction for our
state's economic recovery. With your leadership and assistance,
our response has been to develop a regional strategy that is
tailored to the economic needs of Central Oregon.
Everyone knows that we need a broader employment base in the
Tri-County area. The proposed Welcome Center will provide a long
term tool that can be used to attract businesses as well as
direct the tourist toward the many recreational activities in our
great Mid-Oregon area. This highly visible, state of the art,

The Central Oregon Economic Development Council, Inc. (COEDC)
Board of Directors strongly endorses the Regional Strategy as
submitted to the Oregon Economic Development Department. The
immediate and long range effects of the strategy components will
have a significant impact on the overall economic agenda for
Central Oregon and contribute to the individual goals of the
participating communities.
COEDC's commitment to the Regional Strategy focuses on the

Testimony of Scott Linden, publisher, Central Oregon Business, before
Deschutes County Commissioners 1/13/88.
My perspective as publisher of the region's business newspaper
offers unique and perhaps valuable insights into the economic
challenges and opportunities facing central Oregon.
That perspective has convinced me that adoption of the regional
strategy in its present form is the most beneficial action to be taken
at this point. I urge you, and your colleagues in Crook and Jefferson
Counties, to take immediate action and move our proposal forward.
The benefits are twofold: an immediate positive effect on our
region's economy; and the longer-term benefits of the political
message we send to the governor, legsilature, and rest of the state.
Others have, and will, speak of the projects to be funded and
programs to be started, by the funds to be allocated this year. I'll
leave that topic to more eloquent witnesses.
But let's talk political reality. We need to be aware of the
message we're sending, and how it is perceived by others. It can be
divisive and combative, or one of cooperation and synergism.
Especially long term, the whole can certainly be greater than the sum
of our three parts.
Look down the road a year or two. Other opportunities will come.
And we will, as a region, create our own. By flexing our combined
organizational and political muscle, instead of wasting valuable
energy bickering, we are in a better position to take advantage of the
next opportunity, whether it be funding an R.V. park, industrial
marketing campaign, or tourism promotion.
Like it or not, the three-legged stool analogy fits our situation.
If one leg is missing, it won't work as intended. Let's put our stool
back together, with baling wire and bubble gum, if needed for now. And
start the major repairs once we've demonstrated we can work as a team.

what I feel the Governor had in mind when
own priorities. It is a successful one fo

When Governor Goldschmidt was running for office, a main theme of
his campaign was to ask communities what their priorities were
and how his State Government could participate. Basically, his
approach was to indicate that State Government was not going to
expend great resources in trying to address every regional
problem existing in Oregon---but to ask each region to set their
own agendas and priorities; and then to petition the State for
participation. I feel that approach is sound.
The Regional Strategy which Central Oregonians formulated as a
result of that approach is also a sound one. The Committee of
Seven objectively represented a variety of interests. Projects
which could benefit Central Oregon were identified and subsequent
priorities were set. We as a region responded to the Governor's
approach effectively and promptly. As a direct result, we were
successful in securing substantial State cooperation.
The Regional Strategy does not address all our needs. It was not
designed to do that. But it does create an effective
State/Central Oregon partnership in which we all will benefit--
those benefits accruing both to the Central Oregon region and to
each community.
I cannot address the benefits of all projects, but because I have
been involved with the Welcome Center project, I can say that I
feel it will be of great benefit in the promotion of the Central
Oregon area to all visitors. It will give us an opportunity to
increase our services to visitors, tourists, and others visiting
Central Oregon in a manner that will have both a social and
economic benefit to our region.
