Chairman Maudlin called the meeting to order at 10:04 a.m. Board
members in attendance were Dick Maudlin, Lois Bristow Prante, and
Tom Throop. Also present were Lynn Huntington, Director of the
County Health Department, Mike Maier, Director of Administrative
Services, and Karen Green, Assistant Legal Counsel.
1. OREGON STATE HEALTH DIVISION GRANT REVISION
Before the Board was chair signature of a revision to the
Oregon State Health Division grant to increase amount for
the WIC program by $3,351 and the HIV testing program by
$517.
PRANTE: I move signature of the Oregon State Health
Division grant revision.

2. AWARD OF PAINT STRIPING MACHINE
Before the Board was a request from the Public Works
Department to award the paint striping bid to the M-B
Company Incorporated of Wisconsin. Seven firms had
requested bid documents, however, only one firm submitted a
bid. The cost of the striping machine is estimated to be
$125,563.46.

3. CALL-UP OF HEARINGS OFFICER'S DECISION
Before the Board was a discussion of the hearings officer's
decision on a conservation easement which was part of the
conditional use application for the River Meadows boat basin
proposal. Planning staff had recommended calling this

had erred in his approval of the revised conservation
easement which the applicant proposed.

LONG-DISTANCE TELEPHONE SERVICE
Before the Board was a proposal to change the long-distance
telephone service from Pacific Northwest Bell/AT&T to
American Network. The savings would be approximately
$10,000 for the first year, and $7,200 per year for the
following years. The elimination of the WATTS line would
give the County three additional outgoing lines. Each user
would also be assigned an identification code which would
have to be punched in along with the long-distance number,
thereby providing accountability for every long-distance
call made.
Commissioner Prante supported the concept, however, was
concerned about making a decision that would affect the
entire County without first taking the proposal to the
department heads. She felt that a presentation should be
made to the department heads, suggestions taken, then a
final decision made on the proposal. The other Board
members and staff felt that the proposal was sound and
beneficial enough that the department heads would have no
trouble with it.

the department head meeting and no major problems.

AGREEMENT WITH CROOK COUNTY
Before the Board was signature of an agreement with Crook
County to allow Crook County to participate (up to two
youths) in Deschutes County's juvenile sex offender program.

AGREEMENT WITH SCHOOL DISTRICTS
Before the Board was signature of contracts with the Bend-
LaPine School District, Redmond School District, and Sisters
School District for Deschutes County to provide school
kitchen sanitation inspections.
PRANTE: I move that we sign agreements with Sisters,
Redmond, and Bend for sanitation inspections.

RESOLUTION NO. 88-015. DEFERRED COMP
Before the Board was signature of Resolution No. 88-015, a
resolution approving the first amendment to the deferred
compensation plan for Deschutes -County employees. The
changes consisted of reference to the Internal Revenue Code
of 1986 instead of 1954, and to include participation in the
Lincoln National Life Group plan.

deferred comp policy.

for a four-year term.

11. ORDER NO. 88-016. AMENDING ORDER NO 88-001
Before the Board was signature of order No. 88-016, an order
amending Order No. 88-001, which had authorized the refund
of taxes. There had been an error in the name of the client
and the amount of the refund in the original order.
THROOP: I'll move the adoption of Order No. 88-016.
