REVIEVVED I.r,rAL ('0'!Nr'EL DESCHUTES e, OREGON ,QUWY, 01 7-,; C�2 C) cr'l 0000-11312 WHEREAS, the Deschutes County Board of County Commissioners initiated the formation of a county service district for emer- gency communication services, including an emergency telephone system established under ORS 401.720, by Order No. 88-018 dated March 9, 1988; and WHEREAS, a public hearing was held on Wednesday, April 13, 1988, on the proposed initiation of the formation of the Deschutes County 911 County Service District and any objections thereto, and to determine whether, in accordance with the Com- prehensive Plan, applicable Land Conservation and Development Goals, and the criteria prescribed by ORS 199.462 and 198.805, the affected area would be benefited by a formation of the Dis- trict; and WHEREAS, after consideration of the economic, demographic, and sociological trends and projections pertinent to the pro- posal, past and prospective physical developments of the land that would directly or indirectly be affected by the proposal, and all other matters considered to be relevant to the petition, the Board is of the opinion that the area would be benefited by formation of the District; WHEREAS, each city with territory subject to the formation of the district has adopted a resolution approving Deschutes County Order No. 88-018, attached as Exhibit NCR hereto; now, therefore, THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, ORDERS as follows: Section 1. That the initiation of the formation of the Deschutes County 911 County Service District be approved. Section 2. That the boundaries of said district are the boundaries of Deschutes County, Oregon, as defined in ORS 201.090. Section 3. That the applicable land use criteria pertinent to the proposed district formation, the facts found by the Board, and the reasons why the Board believes those facts to bring the K IED 4P W - ORDER NO. 88-024 11 gh 0090-1i33 proposal within the requirements of the applicable land use criteria are described in Exhibit ffAff, attached hereto and by this reference incorporated herein. Section 4. That the district formed hereby shall be known as the Deschutes County 911 County Service District. Section 5. That a final hearing regarding formation of the District shall be held on Wednesday, May 4, 1988, at 10:00 a.m., in the Deschutes County Administration Building, Bend, Oregon. Section 6. All interested persons may appear and be heard. Section 7. Upon conclusion of the final hearing, the Board will enter its final order creating the District unless written requests for an election are filed at or before the hearing by resident voters within the District, numbering not less than 15% of the registered voters, or 100 registered voters, whichever is the lesser number. Section 8. Notice of the final hearing, as shown in Exhibit attached hereto and by this reference incorporated herein, shall be published and posted in accordance with ORS 198.730. The formation of the 911 County Service District will allow the operation and planning for emergency communication within Deschutes County under one governmental entity. The district will provide public services and facilities neces- sary for the proper operation of all public and private emergency responders. The centralization of responsibility for 911 emergency communication will provide a more orderly and efficient arrangement of public facilities and services in the County. 2. The services to be provided by the special district will meet the need to provide a means of stable funding through tax base or levies. 3. Providing emergency communication services will not have a physical impact on the land. 4. City Raoof4er, City ;F_�Reemdhd RESOLUTION WHEREAS, Chapter 525, Oregon Laws 1987, authorizes the Board of County Commissioners of Dechues County, Oregon, to initiate the formation of a county service district for emergency communication services, including an emergency telephone system established under ORS 401.720, by order, approved by cities and all public or private safety agencies, as defined in ORS 401.710, within the proposed district; and WHEREAS, the City of Sisters has been asked to approve the formation of the Deschutes County 911 County Service District and the Board of County Commissioners of Deschutes County, Oregon, Order No. 88-018; and WHEREAS, the City of Sisters finds that the formation of the Deschutes County 911 County Service District is in the best interest of the City; now, therefore, BE IT HEREBY RESOLVED by the Common Council of the City of Sisters, Oregon as follows: Section 1.
