Also present were Rick Isham, County Legal Counsel, Larry Rice, Director of Public Works, Craig Smith, Planning Director, and Anne Van Dusen, Mental Health Director. 1. APPOINTMENT TO 4-H/EXTENSION BUDGET COMMITTEE Before the Board was consideration of appointment of Mia Schraeder to the 4-H/Extension Service Budget Committee. THROOP: I'll move the appointment. MAUDLIN: Second the motion. VOTE: THROOP: YES MAUDLIN: YES PRANTE: ABSENT 2. CONVENE AS 4-H/EXTENSION SERVICE BUDGET COMMITTEE The Board meeting was continued, and Chairman Maudlin called to order the final public hearing of the 4-H/Extension Service District Budget Committee. Budget Committee members in attendance were Dick Maudlin, Tom Throop, Mia Schraeder, and Sharon Hoobler. Also present was Marvin Young, Budget Officer. No one from the audience wished to testify. THROOP: I'll move to approve the County Extension Service District budget. MAUDLIN: Second. VOTE: UNANIMOUS APPROVAL 3. CONSENT AGENDA ITEMS Chairman Maudlin reconvened the Board meeting. Consent agenda items to be considered were item #2, signature of a condominium plat for the Ridge Condominiums in Sunriver; #3, signature of a development agreement for Gerald and Ellouise Tracy; #4, chair signature of liquor license for Deschutes River Trout House. VOTE: THROOP: YES MAUDLIN: YES PRANTE: ABSENT PUBLIC HEARING: LAZY RIVER VECTOR CONTROL DISTRICT Before the Board was a public hearing on the annual work plan of the Lazy River Vector Control District. Gordon Forslund, chairman of the vector control district, submitted a letter he had received from Ted Fies of the Oregon Department of Fish and Wildlife, supporting the district's vector control measures. THROOP: I would move the approval of the Lazy River Vector Control District plan for 1988-89. MAUDLIN: Second the motion. VOTE: THROOP: YES MAUDLIN: YES PRANTE: ABSENT PUBLIC HEARING: JUNIPINE ACRES UNRECORDED SUBDIVISION Before the Board was a public hearing on an appeal of the Planning Division's decision on a lot of record application for the Junipine Acres Subdivision. Chairman Maudlin called the meeting to order. Due to the unavailability of the applicant's and attorney on this date, the public hearing was continued to June 29 at 10 a.m. PUBLIC HEARING: ORDINANCE NO. 88-022 Before the Board was a public hearing to consider Ordinance No. 88-022, an ordinance amending the Deschutes County Zoning Ordinance to create a Limited Use Combining Zone. MAUDLIN: I would entertain a motion for first and second reading by title only. THROOP: I would make that motion. MAUDLIN: Second. FAMILY SUPPORT GRANT Before the Board was approval and acceptance of the family support grant which Deschutes County had received for the tri-county area. This grant was to be monitored by the Mental Health Department and was to be used to help those families with developmentally disabled family members living in the home. THROOP: I would move approval and acceptance of family support grant. MAUDLIN: Second. VOTE: THROOP: YES MAUDLIN: YES PRANTE: ABSENT 8. REED MARKET ROAD PROJECT Before the Board was a request to award the Reed Market Road project to R.L. Coats, who had come in with the low bid of $714,420. THROOP: I'll move the award of the Reed Market Road project to R.L. Coats. MAUDLIN: Second. VOTE: THROOP: YES MAUDLIN: YES PRANTE: ABSENT 9. ORDER NO. 88-037. REFUNDING TAXES Total amount of refunds: $161.29 THROOP: I'll make the motion for the refund. MAUDLIN: Second the motion. WEEKLY WARRANT VOUCHERS Total amount of weekly bills: $296,824.05 Elections bill: $12,008.55 THROOP: I'll move the approval of both weekly warrant vouchers. MAUDLIN: Second.
