Chairman Maudlin called the meeting to order at 10:05 a.m. Board
members in attendance were Dick Maudlin, Lois Bristow Prante, and
Tom Throop. Also present were Rick Isham, County Legal Counsel,
Ralph Delamarter, Librarian, Craig Smith, Planning Director, and
Denny Maloney, Juvenile Director.
1. CONSENT AGENDA ITEMS
The consent agenda items consisted of item #1, signature of
quitclaim deed for State Highway right-of-way; #2, signature
of parking lot lease for library; #3, appointment of Melissa
Stofko and reappointment of Julia James to Library Board of
Trustees; #4, signature of development agreement with
Deschutes Environmental Services; #5, signature of
condominium plat for Fairway Village Phase IV; #6, signature
of final mylar for MP-87-13, Neary; #7, appointment of Chuck
Walsh to the Lazy River Vector Control District; #8,
signature of an agreement with the Deschutes County
Historical Society.

2. ORDINANCE NO. 88-021
Before the Board was a public hearing to consider signature
of Ordinance No. 88-021, an ordinance which would amend the
side setbacks in the MUA-10 zone to 10 feet.
MAUDLIN: I would entertain a motion for first and second
reading.

ROAD AND SIDEWALK STANDARDS ORDINANCES
Before the Board was a public hearing on Ordinance No. 88-
005, amending sections of the Land Use Procedures Ordinance;
Ordinance No. 88-014, Adding a chapter to the Deschutes
County Code to provide for sidewalk standards; Ordinance No.
88-015, amending and adding sections of the Deschutes County
code relating to streets and roads; Ordinance No. 88-017,
relating to general construction specifications.
These ordinances were the result of a lengthy study on
standards for roads and sidewalks in the County.

Ordinance 88-005, Ordinance 88-014, Ordinance 88-015, and
Ordinance 88-017 by title only.

BID FOR ROMAINE VILLAGE ROADS
Before the Board was a request from the Public Works
Department to award the bid for paving of the roads in
Romaine Village to R.L. Coats, who came in with a low bid of
$80,217.

RESIDENTIAL TRANSITIONAL PROGRAM
Before the Board was a request from the Deschutes County
Juvenile Department to designate their existing juvenile
detention center as a youth care center so that the Juvenile
Department could utilize the facility for a transitional
juvenile sex offender program. Legal Counsel advised that a
letter of support from the Children's Services Division was
also necessary for this designation and that the letter was
forthcoming.

Before the Board was signature of an indemnity agreement for
the Central Oregon Recreation District to hold the Redmond
