WHEREAS, the Board of County Commissioners, through the
Regional Arts Council of Central Oregon, has negotiated a per-
sonal service agreement incidental to the purchase of a modular
structure known as a 60 foot x 130 foot F.A.S.T. structure; and
WHEREAS, the structure is currently manufactured by two
licensees, each of which quoted a purchase price; and
WHEREAS, the purchase of the equipment is in consideration
of Project Priority No. 10, Regional Strategy Program for Central
Oregon; and
WHEREAS, a competitive bidding exemption will not substan-
tially diminish competition in awarding the contract; and
WHEREAS, a competitive bidding exemption will result in
substantial cost savings over the life of the structure through a
management agreement with Noel Leslie Show Services, a personal
services contractor of RACOCO; and
WHEREAS, RACOCO determined that proposals from three Oregon
contractors providing similar services that Noel Leslie Show
Services provided contract services as specified in the outline
of services for the storage, transportation and installation of
the lease cost to RACOCO; now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
DESCHUTES COUNTY, OREGON, as follows:
Section 1. That pursuant to Section 4.04.040, Deschutes
County Code, a competitive bidding exemption be made for the
purchase of one 60 foot x 130 foot F.A.S.T. structure.
Section 2. That the price of said equipment shall be
$47,883.40.
