Also present were Rick Isham, County Legal Counsel, Craig Smith, Planning Director, and Bill Gibson, Code Enforcement Officer. 1. CONSENT AGENDA ITEMS The consent agenda items consisted of item #1, signature of final mylar for MP-87-4 for Orvail and Grace Buckner, and acceptance of dedication; #2, appointment of Kathy Williams to the Solid Waste Advisory Committee; #3, appointments of Carl Juhl, Ray Sohn, Bob Hoar, Gene Zinkgraf, Gregg Miller, Ann McDonald, and Patsy Vincent to the Extension Service District Advisory Council. THROOP: I'll move the approval of the three consent agenda items. MAUDLIN: I'll second the motion. VOTE: THROOP: YES MAUDLIN: YES PRANTE: EXCUSED 2. PUBLIC HEARING ON ORDER NO. 88-030 Before the Board was a public hearing on Order No. 88-030, a final order vacating a portion of 17th Street in Terrebonne. There was no one from the audience wishing to testify. THROOP: I'll move the approval of Order No. 88-030 which vacates the street in Terrebonne. MAUDLIN: Second the motion. PUBLIC HEARING ON RUSSELL SOLID WASTE NUISANCE Before the Board was a public hearing to hear testimony regarding a solid waste nuisance on Turquoise Road in i L,GE -1- t i6y +~J~G BOARD MINUTES: 8/3/88 t~C„Ot'tLM~D' 092 0173 4. 5. Deschutes River Woods. Mr. Russell had not removed all of the solid waste items on his property as he had been asked to by the Deschutes County Planning Division. Code Enforcement Officer Bill Gibson stated that property was posted, a notice was published in the newspaper, and a certified letter sent to Mr. Russell. Some of the items on the property had been removed or "fixed up". Tires had been put on the motorhome, so it was not clear whether this would be a solid waste nuisance. If the vehicle was running, it would not fall under the solid waste category. Legal Counsel suggested that the Board continue the public hearing for 60 days to allow for additional evidence. The public hearing was continued to Wednesday, October 5, 1988, at 10 a.m. RESOLUTION NO. 88-049 AND ORDER NO. 88-050 Before the Board was consideration and signature of Resolution No. 88-049, accepting a petition to vacate a portin of Burgess Road, and Order No. 88-050, setting the hearing date of September 14 for the final hearing on the vacation. MAUDLIN: I would entertain a motion to sign Resolution No. 88-049 and Order 88-050. THROOP: I move both orders. MAUDLIN: Second. VOTE: THROOP: YES MAUDLIN: YES PRANTE: EXCUSED RESOLUTION NO. 88-055 Before the Board was signature of Resolution No. 88-055, amending Resolution 88-053 to correct an error that had been made on a dollar amount in regard to the regional strategy grant fund. LIQUOR LICENSE RENEWALS Liquor license renewal applications were for Lucky's Tavern in Bend, Food 4 Less in Bend, Sunshine Quik Stop in Bend, G.I. Joe's in Bend, and Ivy Food Stores, Redmond. PERSONAL SERVICES CONTRACT Before the Board was signature of a personal services contract with Robert Deacon for him to provide geological assistance to the County to aid us in development and completion of the surface mining inventory.
