Chairman Maudlin called the meeting to order at 10 a.m. Board
members in attendance were Dick Maudlin, Tom Throop, and Lois
Bristow Prante. Also present were Rick Isham, County Legal
Counsel, Craig Smith, Planning Director, and Denny Maloney,
Juvenile Director.
CONSENT AGENDA ITEMS
Items on the consent agenda before the Board were item #1,
chair signature of school district contracts for nursing
services with the Bend-LaPine School District, Redmond
School District, St. Francis of Assisi, Sisters School
District, Brothers School District, and Education Service
District; #3, signature of development agreement for Larry
and Elizabeth Pool; #4, signature of personal services
contract with Ketcham Land Surveyors for public land corners
surveys; #5, approval of requests for refunds; #6, chair
signature of liquor license renewals for Food Towne, Food
Value #3, Speedee Mart, Marcello's Italian Cuisine, Kayols
Restaurant, Bend Golf and Country Club, Alfalfa Store, and
Skipper's.

2. FINAL MYLAR FOR MP -88-23 AND ACCEPTANCE OF DEDICATION
Before the Board was a request to sign the final mylar for a
minor land partition for Gus Gungura and to accept a
dedication of a 10 -foot strip. There was an irrigation
district canal running through this strip and the districts
would not sign off on the declaration of dedication.
However, it was the recommendation of the planning director
in this case to go ahead and accept the dedication and to
work out the problems with the canal later.
THROOP: I would move the signature of the final mylar and
acceptance of the dedication with the Maudlin provision.

RUBLIC HEARING: ORDER NO. 88-048
Before the Board was a public hearing on Order No. 88-048,
a final order annexing territory to the Bend Metro Parks and
Recreation District. There was no one f rom the audience
wishing to testify on this matter.

REQUEST TO WAIVE SIGN PERMIT FEE FOR VFW
Before the Board was a request from the LaPine VFW to waive
the fee for a sign permit through Deschutes County. The fee
for a sign permit is $55. The Board members did not feel it
was appropriate to absorb private interest projects with
general fund dollars. In addition, they did not want to set
a precedent where ever other valid nonprofit organization
could come in to request fee waivers for their projects.

to reclassify an Office Assistant I position in their front
office to an Office Assistant II.
