DESCHUTES COUNTY BOARD OF COMMISSIOMS
October 5, 1988
Chairman Maudlin called the meeting to order at 10:03 a.m. Board
members in attendance were Dick Maudlin, Lois Bristow Prante, and
Tom Throop. Also present were Rick Isham, County Legal Counsel,
Bill Pack, Personnel Director, Dave Hoerning, County
Surveyor/Engineer, and Mike Maier, County Administrator.
1. CONSENT AGENDA
Consent agenda items before the Board were item #1,
signature and acceptance of public right of way dedication
from Dotson and Wilma Merritt; #2, signature of recreation
and public purposes lease for transfer station in Alfalfa;
#3, signature of bargain and sale deed for Leland Lane for
property sold at July 20, 1988 County land auction; #4,
signature of maintenance contract for computer and printer
for Support Enforcement; #5, signature of Resolution
No. 88-070 adopting the bylaws of the Deschutes County
Bicycle Advisory Committee; #6, signature of letter to
Division of State Lands Confirming County's participation in
the development of bank stabilization guidelines; #7,
approval of requests for refunds from Community Development.

2. PUBLIC HEARING: ORDINANCE NO. 88-033, SIDEWALK REQUIREMENT
Before the Board was a public hearing on Ordinance
No. 8.8-033, amending a section of the sidewalk requirements
for pew building construction to require that a sidewalk
permit be obtain prior to a building permit when the land
-use b1pproval relating to the use of the property requires
the construction of a sidewalk. No one f rom the audience
wished to testify. County Counsel Rick Isham also confirmed
that since this ordinance was effective as of May 18, 1988,
that refunds should be made by the planning department to
those parties affected by this ordinance retroactive to that
date.

3. RESOLUTION NO. 88-068, MENTAL HEALTH AWARENESS WEEK
Before the Board was signature of Resolution No. 88-068,
proclaiming the week of October 2-8, 1988, as Mental Health
Awareness Week in Deschutes County.
PRANTE: I would move signature of Resolution No. 88-068,
declaring Mental Health Awareness Week,
October 2-8.

4. RESOLUTION NO. 88-069, RECYCLING AWARENESS WEEK
Before the Board was signature of Resolution No. 88-069,
proclaiming the week of October 8-15, 1988, as Recycling
Awareness Week in Deschutes County.
PRANTE: So moved that we have October 8-15 as Recycling
Awareness Week.

5. COUNTY FEES WITHIN ENTERPRISE ZONES
Before the Board was discussion of whether the county should
modify its fees for businesses within the Redmond enterprise
zone that are outside the city limits. The City of Redmond
has waived all fees within the enterprise zone.
MAUDLIN: I would entertain a motion.
THROOP: I'll move that fees within the Redmond enterprise
zone, and any other enterprise zone that is
established in Deschutes County, be consistent
with the communities in which those enterprise
zones are designated.

6. OFFER OF SALE OF OLD SHOP PROPERTY AND BUILDING
THROOP: I'll move that the offer which was substantially
below the market value of that property be
rejected and that the property be withdrawn from
the market for sale.
PRANTE: Second.
Commissioner Maudlin proposed putting a time limit of two
years for the property being withdrawn from the market for
sale.
THROOP: Agreed to amend his motion to include ... that
the property be withdrawn from the market for sale
for two years from October 1, 1988.11

County Administrator Mike Maier brought up that allowing the
National Guard to move to this facility would require COBRA
to vacate it by November 1.

The Board agreed to subsidize COBRA for rental payment up to
six months at $300 a month.
ORDER NO. 88-070, APPOINTING RECORDING SECRETARY
Before the Board was signature of Order No. 88-070,
appointing Andrea L. Blum recording secretary of the board
of County Commissioners of Deschutes County.
PRANTE: I move that we appoint Andrea Blum as recording
secretary.

POLICY ON TRANSFER OF VACATION TIME OF COUNTY EMPLOYEES
Before the Board was discussion of a policy to be written by
Personnel Director Bill Pack on the voluntary donation and
transfer of vacation time from county employees to another
county employee who had used up their sick leave due to an
extended illness or injury.
MAUDLIN: I'll entertain a motion that we exchange vacation
donation time for time.
