1988-25491-Minutes for Meeting October 19,1988 Recorded 10/21/19880094 0143 It 88-25,91 MINUTES DESCHUTES COUNTY BOARD OF COMMISSIONERS October 19, 1988 Acting Chairman Throop called the meeting to order at 10:06 a.m. Board members in attendance were Tom Throop and Lois Bristow Prante. Also present were Rick Isham, County Legal Counsel, and Craig Smith, Planning Director. 1. CONSENT AGENDA Consent agenda items before the Board were: #1, chair signature of Law Enforcement Data Systems "LEDS" Terminal Agreement for Support Enforcement; #2, signature of development agreement between Deschutes County and W. E. Roats; #3, signature of conveyance of conservation easement from Robert and Ida Rutherford; #4, signature of development agreement for Sidney Reynolds for mini storage units in the Sunriver Business Park; #5, signature of agreement with Administrative School District #1 and Redmond School District for sanitation inspections; #6, chair signature of liquor license renewal application for Tumalo Emporium Restaurant. 2. PUBLIC HEARING ON MAJOR ROADS CAPITAL IMPROVEMENT PROGRAM This public hearing was continued until 10:00 a.m., Wednesday, October 26, in the Deschutes County Administration Building in the Hearing Room. 3. ORDER NO. 88-069, WEIGHT LOAD LIMIT ON WARD ROAD Before the Board was signature of Order No. 88-069, designating a weight load limit of twenty-five tons on Ward Road with the exception of emergency vehicles. THROOP: Second VOTE: PRANTE: YES THROOP: YES MAUDLIN: Excused .DISCUSSION OF FEE WAIVERS' POLICY Rick Isham. and Craig Smith recommended that fee waivers not be extended to Public Irrigation Districts since there would be little opportunity for a reciprocal agreement. The Commissioners asked staf f to further investigate the costs of such a policy and past discussions of this issue. Discussion of this policy will be continued at the October 26 Board meeting. Arnold Irrigation will be notified to pay the current fees and if a waiver is granted in the future, a refund will be given.
